Federal Business Development Manager – Civilian Accounts

We are seeking a highly motivated Federal Business Development Manager to lead growth initiatives within the Civilian Agency market segment. This role is responsible for establishing and expanding relationships with federal civilian agencies, identifying new contract opportunities, and driving strategic growth in a competitive landscape. The ideal candidate will possess a strong understanding of the federal contracting environment, excellent communication and negotiation skills, and a proven track record of successful business development within the Civilian sector.
Key Responsibilities:
- Develop and execute comprehensive business development strategies, campaigns, and call plans targeted at federal civilian agency clients.
- Identify, qualify, and pursue new prime business opportunities in alignment with company goals.
- Identify and establish Subcontract opportunities through federal contracting community and contribute to related capture efforts.
- Advance Brand & Company awareness through regular capability briefings with prospective industry partners.
- Build and maintain strong relationships with key decision-makers within federal civilian agencies.
- Collaborate cross-functionally with technical, proposal, and delivery teams to ensure alignment and successful project execution.
- Track and manage progress against targets using CRM tools and other reporting mechanisms.
- Monitor federal contracting trends, policy changes, and procurement cycles relevant to Civilian agencies.
- Support proposal development, including capture strategies and bid/no-bid decisions.
- Represent the company at industry events, conferences, and meetings with federal stakeholders.
Qualifications:
- Bachelor’s degree in Business, Marketing, or a related field preferred.
- Minimum of 3 years of federal government or business development experience, specifically within the Civilian Agency market.
- Strong knowledge of federal contracting regulations, GSA schedules, IDIQs, and agency procurement processes.
- Excellent communication, negotiation, and presentation skills.
- Ability to analyze market data and develop strategic plans.
- Existing relationships within federal civilian agencies are highly advantageous. (Primarily: HHS, DHS, Treasury, Commerce, DOT, Justice, Interior, & State)
Preferred Skills:
- Experience with relevant federal IT contracts and solutions
- High-level or better knowledge or experience in ICAM, Cybersecurity, Data, DevSecOps, Agile Methodologies, Automation, & AI.
- Familiarity with CRM tools such as Salesforce, GovWin, and awarded.AI.
- Proven track record of meeting or exceeding sales targets in the federal space.
- Ability to travel as needed to meet with clients and industry events.
