ICAM Program Manager

Citizenship: US Citizen (MUST)
Location: Hybrid (Tentative). Work may be performed remotely, with potential onsite work in Washington, DC, pending final client confirmation.
Position Description:
The ICAM Program Manager provides executive leadership and overall direction for the DHS USCIS ICAM contract. This individual is responsible for managing program scope, scheduling, performance, cost control, risk mitigation, staffing, and stakeholder communications. The Program Manager serves as the primary interface between eTelligent Group and USCIS technical, contracting, and executive stakeholders, ensuring that all contractual obligations, deliverables, and performance metrics are met and exceeded. The Program Manager directs project teams, oversees transition planning and execution, and proactively addresses programmatic challenges.
Must-Have Requirements:
- Bachelor’s degree in Computer Science, Information Systems, Business, or related field.
- 10+ years’ experience managing federal IT or security programs of $10M+.
- Demonstrated expertise in ICAM, cybersecurity, or large-scale enterprise identity management.
- Proven track record of leading multidisciplinary teams within DHS or comparable federal agencies.
- PMP certification (or equivalent advanced project management credential).
- Active Public Trust or higher security clearance.
Value-Added Experience:
- Program leadership in DHS or component-level ICAM/PIV enablement.
- Experience with successful federal contract transitions and high CPAR ratings.
- Familiarity with FICAM, HSPD-12, and DHS SELC requirements.
- Proficiency in Agile methodologies.
