2024 Health Policy _ RFP for Consulting Services
The Everybody Votes Campaign (EVC), established in 2015, is a national coordinating body focused on narrowing the voter registration gap in communities of color. We are committed to creating a more representative democracy by building and supporting large-scale, long-term voter registration in communities of color. In 2024, we partnered with organizations across nine states to run impactful voter registration programs, while also executing mail and digital voter registration efforts.
As part of our ongoing commitment to staff wellbeing and organizational resilience, EVC is seeking a consultant to develop a comprehensive Health Policy. This policy will address COVID-19 and other infectious diseases, ensuring that our practices protect staff, partners, and stakeholders while aligning with EVC’s values of consistency, curiosity, impact, and inclusion.
Potential Scope of Work
The scope of work for the Health Policy Consultant will likely include:
- Policy Review and Analysis
- Review of current organizational policies, procedures, and practices related to health and safety.
- Research and integration of federal, state, and local health regulations.
- Stakeholder Engagement
- Facilitation of interviews or focus groups with staff, leadership, and external partners to identify needs, concerns, and best practices.
- Policy Development
- Creation of a comprehensive Health Policy framework, including COVID-19 and other infectious disease provisions, that is inclusive and scalable.
- Development of policies and procedures for implementation, including clear guidelines on:
- Vaccination and booster protocols.
- Masking, testing, and contact tracing requirements.
- Event and workplace safety measures.
- Remote work and sick leave accommodations.
- Education and Training Materials
- Creation of user-friendly materials for staff training and onboarding.
- Implementation Support
- Recommendations for monitoring compliance and effectiveness.
- Facilitation of discussions with leadership to finalize and roll out the policy.
Deliverables
- Comprehensive Health Policy document.
- Implementation guide with protocols and procedures.
- Executive summary of the policy.
- Presentation deck for key stakeholders.
- Training and onboarding materials for staff.
Ideal Profile
We are seeking a consultant with:
- Proven experience in developing health policies for organizations, including infectious disease protocols.
- Strong understanding of public health regulations and workplace safety.
- Excellent facilitation and stakeholder engagement skills.
- A demonstrated ability to create accessible, actionable, and values-driven policies.
- Experience working with nonprofits or organizations with similar missions is preferred.
Timeline
Proposals Due: February 28, 2025
Consultant Hired: March 2025
Policy Development Process: March - April 2025
Final Policy Completed: May 2025
Proposals
Proposals should include:
- A fully defined scope of work and deliverables.
- A proposed budget and timeline of work.
- Biographies of the consultant or team, emphasizing relevant experience.
- Descriptions of similar projects completed, with two to three references.
- Examples of prior health policy work, if available.
