The Everybody Votes Campaign (EVC), is seeking a qualified and experienced compensation and benefits consulting firm to conduct a comprehensive audit of our current salary levels and recommend adjustments to ensure internal equity and external competitiveness. We are a national organization that partners with local organizations to register voters in communities of color. We have registered over 5.1 million people to vote, with 76% of those being people of color. We are committed to creating a more representative democracy by increasing voter registration in communities of color.

The selected consultant will be responsible for gathering and analyzing relevant data, conducting a comprehensive job evaluation, and developing a new or revised salary structure that is internally equitable, externally competitive, and aligned with the organization's compensation philosophy. The consultant will also recommend specific salary adjustments for individual employees to address any identified pay inequities.

Proposals will be evaluated based on the following criteria: experience and qualifications, methodology, project plan, budget, team and resources, and communication plan.

INTRODUCTION

Everybody Votes Campaign is seeking a qualified and experienced compensation and benefits consulting firm to conduct a comprehensive audit of our current salary levels and recommend adjustments to ensure internal equity and external competitiveness.

The Everybody Votes Campaign (EVC) is committed to providing a fair and competitive staff compensation program that attracts, retains, and engages highly qualified individuals. We believe a strong compensation framework is crucial for achieving our mission of increasing voter registration in communities of color.

Our compensation philosophy centers on internal and external equity, ensuring fair pay for all roles while remaining competitive in the nonprofit sector. We emphasize transparency and employee value, utilizing a performance-based merit review system and linking individual goals to organizational objectives.

We strive for a living wage for all employees, setting a minimum base salary of $75,000 and aiming for market-leading salaries (75th percentile) across all positions. Our compensation framework includes a graded structure with defined salary ranges, allowing for career growth and advancement within the organization.

To establish this framework, we conducted thorough market research using reputable sources like ERI, PRM, and Nonprofit Times, considering factors like location (Washington, DC), industry (nonprofit), and organizational size. We adjusted for inflation and applied best practices for range development, ensuring a competitive and equitable compensation structure for all EVC staff.

This audit will help us refine our existing framework, ensuring it remains aligned with current market realities and continues to support our mission and values.

Scope of Work & Qualifications

The selected consultant will be responsible for:

  • Data Collection and Analysis:
    • Job descriptions for all positions
    • Current salary ranges and actual salaries for all employees
    • Performance data, if available
    • Market data from reputable sources (e.g., Bureau of Labor Statistics, salary surveys)
    • Relevant internal and external demographic pay equity data
    • Gather and analyze relevant data, including:
  • Job Evaluation:
    • Conduct a comprehensive job evaluation using a standardized methodology (e.g., point factor system, job grading) to determine the relative value of each position within the organization.
  • Market Analysis:
    • Conduct thorough market research to identify competitive salary ranges for all positions within the relevant labor market.
    • Analyze market data to identify any significant pay gaps or inconsistencies.
  • Salary Structure Development and Recommendations:
    • Develop a new or revised salary structure that is internally equitable, externally competitive, and aligned with the organization's compensation philosophy.
    • Recommend specific salary adjustments for individual employees to address any identified pay inequities.
    • Develop a plan for implementing the recommended salary adjustments, including communication strategies and timelines.
  • Reporting and Documentation:
    • Detailed analysis of current salary levels and market data
    • Recommendations for salary adjustments and a revised salary structure
    • Supporting documentation and data analysis
    • Prepare a comprehensive report summarizing the findings of the audit, including:
  • Project Management:
    • Manage the entire project timeline and deliverables effectively.
    • Maintain regular communication with the client throughout the project.

    • Clarity, comprehensiveness, and feasibility of the project plan and timeline.
  • Budget:
    • Competitiveness and justification of the proposed budget.
  • Team and Resources:
    • Qualifications and experience of the proposed team.
  • Communication Plan:
    • Clarity and effectiveness of the proposed communication plan.
