Overview of position:

FEDITC is seeking a Vice President of Bid and Proposals to work in the San Antonio, TX area. A United States Citizenship is required to be considered for this position.

The Vice President of Bid and Proposals leads FEDITC’s enterprise proposal function and directs the development of competitive, compliant, and compelling responses to federal opportunities. The position translates capture strategies into persuasive proposals supporting cybersecurity, information technology, engineering, and mission support programs. This executive builds the proposal organization, manages bid and proposal investment, and coordinates business development, capture, operations, pricing, contracts, and human resources to deliver credible, executable offers.

Responsibilities:

  • Proposal strategy and governance. Establish and maintain the enterprise proposal process, readiness criteria, review gates, and submission standards. Advise executive leadership on bid and no bid decisions, resource demands, risks, and alignment with growth priorities.
  • Proposal execution. Direct responses to requests for proposals, quotations, information, sources sought notices, and task order competitions. Oversee compliance matrices, outlines, schedules, writing assignments, production, submission verification, and responses to amendments or customer clarifications.
  • Competitive positioning. Partner with capture leaders to develop customer focused win themes, discriminators, value propositions, and evidence of performance. Ensure technical and management approaches directly address evaluation criteria and demonstrate measurable customer benefits.
  • Reviews and quality. Lead structured color team reviews and final readiness assessments. Resolve compliance gaps, unsupported claims, inconsistent commitments, and reviewer findings. Coordinate executive approval before submission and prepare teams for oral presentations and demonstrations.
  • Cross functional integration. Align technical solutions, staffing, transition plans, past performance, teaming contributions, and pricing assumptions. Work with operations and recruiting to validate personnel commitments and with finance and contracts to confirm offer consistency and required approvals.
  • People and resources. Recruit, develop, and evaluate proposal managers, writers, coordinators, editors, and graphics staff. Manage consultants, workload allocation, surge support, and proposal budgets while maintaining accountability for quality and deadlines.
  • Knowledge and improvement. Maintain reusable content, resumes, past performance records, templates, and proposal tools. Apply approved automation and AI tools with human verification and appropriate information safeguards. Use debriefings and lessons learned to improve future submissions.

Leadership and Decision Authority:

Own proposal standards, schedules, review readiness, and allocation of approved proposal resources. Escalate material compliance, budget, staffing, and delivery risks to executive leadership. Recommend pursuit decisions and corrective actions; final bid approvals, pricing commitments, and contract execution remain subject to the company’s delegated authority. Maintain a clear handoff of proposal commitments to program delivery teams following award.

Experience/Skills:

  • At least 12 years of progressively responsible experience in federal proposals, capture, or business development, including at least 5 years leading proposal teams or an enterprise proposal function.
  • Demonstrated success directing complex, competitive federal proposals and simultaneous pursuits, with clear evidence of personal leadership and contribution to awarded work.
  • Strong working knowledge of federal solicitation instructions, evaluation criteria, acquisition terminology, contract vehicles, task order competitions, and proposal compliance requirements.
  • Ability to integrate technical, management, staffing, past performance, and cost or pricing volumes into one consistent offer.
  • Excellent writing, editing, executive communication, facilitation, and analytical skills; demonstrated ability to manage budgets, resolve competing priorities, and hold teams accountable.
  • Proficiency with Microsoft Office, collaborative document platforms, proposal content systems, and opportunity management tools.

Preferred Qualifications:

  • Experience supporting defense, intelligence, homeland security, or civilian agency opportunities in cybersecurity, enterprise IT, engineering, or mission support.
  • Experience with large IDIQ pursuits, task order proposals, recompetes, joint ventures, and subcontractor or teaming coordination.
  • APMP certification, formal proposal or capture management training, or an advanced degree in a relevant discipline.
  • Experience supporting classified pursuits and coordinating sensitive proposal information with security personnel.

Education:

  • Bachelor’s degree in business, communications, a technical discipline, or a related field; equivalent relevant experience may be considered.

Performance Expectations:

Performance will be evaluated against agreed annual targets for on time submissions; compliance and review quality; proposal milestone completion; budget adherence; content accuracy and reuse; staff development; and implementation of lessons learned. Win rate and awarded value will be assessed jointly with capture and business development leadership, recognizing their shared responsibility for opportunity selection and competitive positioning.

Working Conditions:

The role requires collaboration across geographically dispersed teams, occasional travel, and schedule flexibility during proposal deadlines. Any citizenship, clearance, or access requirements will be defined by the specific work assigned. Location, compensation range, and final reporting relationship will be confirmed before recruitment.
