Title: Director / Senior Director of State Policy

Reports To: Chief Commercial Officer   

Location: New England, New York, or Mid-Atlantic preferred, however, location of workplace is flexible provided candidate can travel up to 30% of the time. 

Description: The Director of State Policy will lead the company’s state-level policy, legislative, and regulatory strategy in the Mid-Atlantic and Northeast, with a focus on advancing market rules, programs, and regulations that support the growth of transmission-scale standalone battery storage.

This role is central to shaping the external policy environment in key states such as New York, New Jersey, Maryland, Massachusetts, and Connecticut. You will work directly with state legislators, governors’ energy offices, public utility commissions, and other relevant regulatory agencies. Additionally, you will build and lead partnerships across the industry to advance shared priorities and align advocacy efforts.

Key Responsibilities: 

  • Develop and execute multi-state policy strategies that create and expand opportunities for standalone energy storage development and deployment.
  • Lead direct engagement with state legislators, regulators, and executive branch officials on priority policy and regulatory issues, including legislation, incentive programs, planning processes, and rulemakings.
  • Build and maintain strong working relationships with state agencies, utility commissions, energy offices, and legislative stakeholders.
  • Track, analyze, and respond to key legislative and regulatory developments impacting the energy storage industry.
  • Draft and deliver high-impact policy materials including written comments, bill language, fact sheets, and testimony.
  • Represent the company in state-level coalitions, trade associations, and stakeholder alliances, and play a leadership role in shaping coordinated industry advocacy strategies.
  • Advise internal teams—including origination, development, finance and operations, —on policy developments, risks, and emerging opportunities

Key Qualifications

  • Bachelor’s degree required; advanced degree in public policy, law, environmental science, or a related field strongly preferred.
  • 6+ years of relevant experience in energy policy, government affairs, regulatory advocacy, or legislative affairs.
  • Deep understanding of state energy policy development processes, including legislative advocacy, utility commission proceedings, and state agency rulemaking.
  • Deep knowledge of energy storage policy and the energy storage development process, particularly for transmission-scale or front-of-the-meter applications.
  • Demonstrated success influencing energy-related legislation or regulation at the state level.
  • Strong relationships or experience working with stakeholders in at least one key state in the Mid-Atlantic or Northeast.
  • Preferred, knowledge of wholesale electricity markets and how they intersect with state policy.
  • Outstanding written and verbal communication skills; able to clearly articulate complex policy issues to diverse audiences.
  • Proven ability to build coalitions, manage partnerships, and align advocacy across stakeholders.
  • Self-starter with strategic instincts, political judgment, and the ability to work independently in a fast-paced environment.

Compensation and Location:

  • Job Type: Permanent, Full-time

  • Location: Ability to work in the United States is a requirement. Prefer candidate to be based in New England, New York, or Mid-Atlantic, however, location of workplace is flexible provided candidate is able to travel as required.
