Lead Safety on a Major Transmission Construction Project

We are seeking an experienced Project Health & Safety Manager to lead HSE execution on a large-scale overhead transmission construction project near North Platte and Stapleton, Nebraska.

This is the senior HSE role on-site and requires a strong daily field presence across multiple crews, contractors and active work fronts. The successful candidate will work directly with Project Management, superintendents, general foremen, foremen, line crews, subcontractors and the client to integrate safety into construction planning and execution.

Direct field safety experience supporting transmission, distribution or substation construction is required. Experience in heavy civil, pipeline, oil and gas, renewable energy or industrial construction is valuable, but does not replace utility construction experience. Candidates whose backgrounds are primarily manufacturing, warehousing, facility EHS or administrative compliance will not be suited to this position.

The Role

Reporting to the Senior Project Manager, with a functional reporting relationship to the Director of Safety Operations, the Project HSE Manager will serve as the lead field safety authority for the project.

Key responsibilities include:

• Lead implementation and execution of the Project Health & Safety Management Plan.
• Maintain a visible daily field presence across crews and active work fronts.
• Integrate HSE requirements into construction planning, sequencing and daily execution.
• Work directly with field leadership to identify hazards and establish practical controls before work begins.
• Lead inspections, audits, observations and corrective-action follow-up.
• Reinforce stop-work expectations and hold employees, contractors and field leadership accountable to project safety requirements.
• Review JSAs, job briefings, pre-task plans, lift plans, permits and other high-risk work documentation.
• Confirm appropriate equipment, training, permits, competent persons and protective systems are in place before work begins.
• Coordinate safety requirements across overlapping crews, contractors and changing field conditions.

Transmission & High-Risk Work

Provide safety leadership across work that may include:

• Right-of-way access and site development
• Excavation, trenching and ground disturbance
• Transmission foundations, drilled piers and direct embed
• Structure assembly and erection
• Crane operations, lifting, rigging and critical lifts
• Conductor pulling, tensioning, sagging and clipping
• Grounding and bonding
• Energized crossings and work near energized infrastructure
• Minimum approach distance requirements
• Work at heights and fall protection
• LOTO and hazardous-energy control
• Confined-space entry
• Heavy-equipment and vehicle operations
• Simultaneous operations involving multiple crews and contractors

Incident Management & Compliance

• Lead response to incidents, near misses and high-potential events.
• Conduct or oversee investigations, root-cause analysis and corrective actions.
• Ensure timely incident reporting, documentation and escalation.
• Identify operational and organizational causes and communicate lessons learned.
• Maintain compliance with applicable OSHA requirements, client standards, company policies and project requirements.
• Track safety indicators, trends, observations and corrective actions.
• Prepare project HSE reporting and support client, regulatory and internal audits.

HSE Team & Contractor Leadership

• Lead, mentor and support site-based HSE personnel.
• Establish coverage priorities across crews, work fronts and subcontractors.
• Review the quality of field inspections, observations and corrective actions.
• Coach HSE personnel on hazard recognition, construction planning and field engagement.
• Evaluate subcontractor safety performance and address deficiencies with contractor leadership.
• Facilitate orientations, toolbox talks, safety meetings and field coaching.
• Build strong working relationships with construction leadership, line crews, subcontractors and client representatives.

What We Are Looking For

Required

• 7+ years of field-based construction HSE experience.
• 3+ years of direct HSE experience supporting transmission, distribution or substation construction.
• Previous experience as a Project Safety Manager, lead HSE professional or senior field safety authority.
• Experience supporting multiple crews, contractors and simultaneous work fronts.
• Direct experience working with linemen, foremen, general foremen, superintendents and project management.
• Experience reviewing and challenging JSAs, job briefings, lift plans, permits and high-risk work plans.
• Strong working knowledge of OSHA requirements applicable to electric power transmission and distribution construction.
• Experience with excavation, lifting and rigging, work at heights, grounding, energized infrastructure and heavy equipment.
• Strong incident-investigation, root-cause-analysis and corrective-action capability.
• Experience leading or mentoring site-based HSE personnel.
• Strong field leadership with the ability to influence construction decisions and exercise stop-work authority when required.
• Ability to operate effectively in a fast-paced environment with multiple changing priorities.

Applicants without direct transmission, distribution or substation construction safety experience will not be considered for the Project HSE Manager position.

Preferred

• Previous experience as a lineman, apprentice lineman, line foreman or utility construction supervisor.
• Large-scale overhead transmission project experience.
• Experience with foundations, structure erection and conductor installation.
• Experience with energized crossings, grounding plans and existing electrical infrastructure.
• Experience with a major utility contractor, EPC contractor or utility owner.
• Post-secondary education in Occupational Health & Safety or a related discipline, or equivalent field experience.
• CUSP, CHST, CSP, GSP or similar designation.
• OSHA 500 or OSHA 510.
• NFPA 70E training.
• Experience with Procore, SiteDocs or similar project and safety reporting platforms.

Work Conditions & Schedule

• Must be legally authorized to work in the United States.
• Valid driver's license with an acceptable driving record required.
• Pre-employment and project-specific drug and alcohol testing required.
• Background screening required.
• Must be able to work outdoors in changing weather and terrain conditions, travel throughout the project area and wear required PPE.

Rotation: 3 weeks on / 1 week off
Schedule: 6 days on / 1 day off
Typical workday: 10 hours
Regular day off: Sunday

Rotation, hours and scheduled days off may adjust based on project requirements, weather, outages and critical construction activities.
