Foxhole is expanding its Department of Defense portfolio, with a priority focus on USSOCOM, the Air Force, and the Army. Our federal civilian cybersecurity business is established and growing; this role will help open and expand our defense market.

This is a relationship- and market-access-driven role. You will build relationships with defense customers, industry partners, and technology providers; represent Foxhole within the defense community; and turn those relationships into qualified opportunities.

We are looking for someone with established defense relationships, market credibility, and the ability to create access and opportunity. Federal capture expertise can be developed. You will work alongside senior Growth Team members to build expertise in federal acquisition, capture, pipeline management, and proposal execution.

You will report to the Chief Strategy Officer and collaborate with Business Unit leadership, Growth, Operations, Program Managers, Solution Architects, and Proposal Managers. Approximately two-thirds of the role will focus on market development, relationships, partners, and events, with the remainder supporting capture and proposal activities.

Responsibilities

Market Development & Customer Engagement

  • Build and maintain relationships across defense customer organizations supporting USSOCOM, the Air Force, and Army.
  • Identify and open new customer organizations, from initial research and engagement through qualified opportunities.
  • Develop and execute customer call plans with Growth and Business Unit leadership.
  • Represent Foxhole at defense and Special Operations industry forums and translate our cybersecurity and IT capabilities into mission-focused solutions 

Partner & Industry Development

  • Identify, qualify, and develop teaming relationships with primes, subcontractors, and technology/OEM partners.
  • Leverage Foxhole's SDVOSB status to support teaming and set-aside opportunities.
  • Develop strategic partner relationships, including NDAs, teaming agreements, certifications, and joint solution positioning.

Events & Industry Engagement

  • Plan and manage Foxhole's participation in industry days, conferences, and trade shows, including calendar, budget, logistics, and staffing.
  • Coordinate customer and partner meetings, including preparation and follow-up.
  • Track and report event outcomes, including leads, meetings, and pipeline opportunities.

Capture & Proposal Support

  • Contribute to Sources Sought, RFIs, capability papers, capture plans, and proposals.
  • Provide customer insight, win themes, discriminators, and value propositions to capture efforts.
  • Support proposal development and participate in proposal and capture reviews.
  • Grow toward ownership of pursuit activities during the first year.

Pipeline & Market Intelligence

  • Monitor SAM.gov, GovWin, FPDS-NG, eBuy, acquisition forecasts, and other sources for aligned opportunities.
  • Maintain accurate CRM pipeline data, forecasts, and opportunity values.
  • Track recompetes, periods of performance, acquisition strategy changes, and other market indicators.

 Minimum Requirements

  • 5+ years of experience in business development, partnerships, growth, or a related field, with demonstrated success developing new markets and opportunities.
  • Established relationships and credibility within the DoD, defense, Special Operations, or military community.
  • Strong proposal or grant writing experience, including writing to evaluation criteria under deadline.
  • Experience managing and forecasting a pipeline in a CRM.
  • Strong executive presence and ability to engage senior government, military, and corporate leaders.
  • Experience managing events and stakeholder engagement.
  • Willingness to learn federal acquisition, including FAR/DFARS fundamentals, capture methodology, and proposal processes.
  • Strong organizational skills and ability to manage multiple priorities with limited supervision.
  • Willingness and ability to travel 30–40%.
  • Valid driver's license and acceptable driving record.
  • U.S. citizenship and eligibility for a DoD Secret clearance with Top Secret eligibility.

 Preferred Qualifications

  • Existing relationships within USSOCOM/SOF, SOF AT&L, SOCOM PEOs, AFLCMC, AFRL, or Army Contracting Command.
  • Prior military or DoD civilian experience.
  • Federal contracting, capture, proposal, or contracts experience.
  • Experience with government grants or cooperative agreements.
  • Active Secret or higher clearance.
  • Familiarity with cybersecurity, cloud, or IT services.
  • Bachelor's degree in business, communications, technical discipline, or equivalent experience.

Virginia Pay Range

$125,000 - $145,000 USD
