Technical Program Manager, Software

Los Angeles, CA

About the company

General Matter enriches uranium.

We are designing, building, and operating the world’s lowest-cost enrichment services, here in the US.

In the process, we are restoring America’s ability to produce nuclear fuel to power AI, advanced manufacturing and critical industries our country relies on to remain competitive.

Fuel drives the cost of advanced reactor electricity production, and enrichment drives the cost of the fuel that advanced reactors consume.  Reliable, low-cost enrichment is the catalyst for the nuclear Renaissance now under way.

Our mission is to make nuclear not only the cleanest and safest source of baseload power, but also the most affordable.  We believe abundant nuclear energy will lead to a post-scarcity society.

We were incubated inside Founders Fund, like Anduril and Palantir before us, and are backed by over a dozen of the world's top venture capital firms.

Our lean, world-class team of engineers and operators is applying a first-principles approach to solving the problem of nuclear fuel production.

We are a mission-driven company with a culture of urgency, accountability, and transparency.

Help us build a high-energy society by making the cleanest, safest form of baseload energy the most affordable.

About This Role

As a General Matter Software Technical Program Manager, you will drive planning and execution across the software department. You will work closely with software leadership and technical leads to translate company priorities into integrated plans, coordinate work across teams, and drive delivery of software supporting our engineering and operational programs.

This is a hands-on role for someone who can understand complex technical work, identify what is actually constraining progress, and drive resolution. You will help establish how a growing software organization plans, makes decisions, and follows through on commitments—bringing urgency, clarity, and accountability without adding unnecessary process.

Responsibilities

  • Own the integrated software roadmap and delivery schedule across major programs. Partner with engineering leads to translate quarterly objectives into scoped deliverables, accountable owners, and measurable milestones aligned with priorities and available capacity.
  • Identify cross-team dependencies and the critical path across software development, hardware integration, testing, and deployment. Work with technical leads to resolve blockers, challenge sequencing assumptions, and identify opportunities to accelerate delivery.
  • Surface schedule risks early, assess their impact across programs, and drive mitigation. Escalate issues with clear options, recommendations, and decisions needed before they become missed commitments.
  • Coordinate software requirements, interfaces, acceptance criteria, and delivery commitments with systems, hardware, controls, licensing, security, and other stakeholders. Make scope changes and their downstream impacts explicit.
  • Run quarterly planning and regular operating reviews focused on progress, risks, and decisions. Document decisions and their rationale, assign owners and due dates to action items, and drive follow-through to verified completion.
  • Keep YouTrack aligned with actual engineering work, including priorities, ownership, milestones, dependencies, and status. Maintain a reliable connection between department objectives and team execution, with reporting that makes progress and gaps visible.

Basic Qualifications

  • 5+ years of experience in software engineering, technical program management, or technical project leadership.
  • Demonstrated ownership of complex software programs involving multiple engineering teams, from requirements and planning through integration, testing, and delivery.
  • Strong understanding of software architecture and the development lifecycle, with the technical judgment to evaluate assumptions, understand dependencies, and engage engineers on scope, estimates, and tradeoffs.
  • Proficiency in integrated scheduling, milestone definition, dependency management, critical-path analysis, and risk management.
  • Excellent written and verbal communication, with the ability to surface difficult issues clearly, drive timely decisions, and establish accountability across teams without direct reporting authority.
  • Evidence of exceptional execution, including resolving ambiguous problems, independently driving difficult programs, and consistently following commitments through to completion.
  • Bachelor’s degree in Computer Science, Engineering, or a related technical discipline, or equivalent practical experience

Preferred Skills and Experience

  • Prior hands-on experience as a software engineer or technical lead.
  • Experience coordinating software delivery with hardware development, industrial controls, test automation, or manufacturing.
  • Experience delivering programs in nuclear, aerospace, defense, or other regulated or security-sensitive environments, including requirements traceability and verification and validation.
  • Experience establishing lightweight planning and execution practices in a rapidly growing engineering organization.
  • Experience with YouTrack, Jira, or similar engineering planning tools, including workflows, dependency tracking, dashboards, and reporting.

Additional Requirements

  • Ability to work extended hours and weekends as necessary.
  • Ability to come into our office every day. This role is 100% on site and in person.
  • Currently a US Citizen with capability to obtain and maintain a US Q clearance
