Project Background

In 2019, Girl Effect launched Chhaa Jaa, a digital-first youth programme that helps girls in India build the confidence to make choices and changes in their lives - from accessing information about her body and services around her, to negotiating about education choices or whether to use contraception. Chhaa Jaa was designed keeping in mind adolescent girls between 17-19 years, currently in higher education, and accessible online via mobile, whether girls own or borrow a mobile phone.

Over the last four years, we have invested in setting up key online assets and infrastructure that can be leveraged to deliver programmes under a range of thematics for older adolescent girls. We have built a multi-product digital ecosystem of products - across ‘broadcast’ and ‘interactive’ features - that are social media-based and available to girls whenever they need it.

Girl Effect’s current programmes span key areas including sexual and reproductive health, gender norms, online safety, and immunization. With the Government of India announcing the rollout of the HPV vaccination programme, Girl Effect—serving as a key demand generation partner—is supporting efforts to raise awareness and build vaccine confidence and demand across states.

Context of the Assignment

Girl Effect is seeking to hire Senior Program/Program - Consultants, to support programme implementation and coordination of HPV vaccination demand generation activities and related health-based interventions in identified geographies.

These positions will be based in Delhi (covering Rajasthan), Maharashtra, and the North East (covering Nagaland and Meghalaya), and will work closely with state stakeholders to facilitate programme rollout and strengthen engagement with schools, communities, and relevant government departments.

Scope of work

The Senior Program/Program Consultant(s) will provide technical and implementation support to the Girl Effect program team and relevant government counterparts to facilitate the effective rollout of the HPV vaccination program and other on-ground interventions through school-based and community-based delivery platforms.

The consultant(s) will bring experience in public health programme implementation, immunization programmes, adolescent health initiatives, community mobilization, and stakeholder coordination, and will support the programme team in strengthening collaboration with government stakeholders, schools, community institutions & members, and development partners to ensure effective programme delivery and coverage.

Responsibilities
  • Implement Girl Effect India’s programme strategy covering immunization, adolescent health, mental wellbeing, and other initiatives.
  • In consultation with GE and the State Health Department and implementing partners, support the identification and mapping of schools and communities for the roll-out of the HPV vaccination programme, and assist in assessing readiness of schools and community platforms to facilitate awareness activities.
  • Facilitate the development of district and block level implementation plans and partner organizations for the HPV vaccination programme, covering key components including but not limited to awareness and demand generation through school- and community-based activities with adolescents, parents, and teachers. 
  • Work closely with State Immunization Officers and district health officials to support planning, coordination, and implementation of HPV awareness sessions in schools and community settings, including but not limited to adapting and contextualizing communication and IEC.
  • Support the establishment and strengthening of monitoring and reporting systems in coordination with the Girl Effect team to track programme progress, vaccination coverage, and implementation challenges.
  • Facilitate collaboration with key stakeholders including State and District Health Departments, Education Departments, school management committees, teachers, community leaders, and civil society organizations to ensure effective programme delivery and community acceptance.
  • Lead and support capacity-building initiatives for programme staff and local stakeholders to strengthen awareness generation, mobilization, and effective implementation of HPV vaccination activities.
  • Identify and document best practices, innovations, and lessons learned during programme implementation and facilitate knowledge sharing with relevant stakeholders to inform programme scale-up.
  • Liaise with state and district implementation teams to collect programme data and support the timely preparation and submission of progress reports, including narrative updates, monitoring indicators, and programme documentation.
  • Provide technical inputs to strengthen programme implementation, including identifying strategies to address vaccine hesitancy, misinformation, and barriers to adolescent vaccination.
  • Undertake any other duties as assigned in accordance with Girl Effect India’s programmatic priorities.
Who You Are
  • You have a Master's degree in Public Health, Community Medicine, Health Management, Social Work, Development Studies, or a related field. Candidates with additional training or certification in programme management, immunization, adolescent health, or health systems strengthening will be preferred.
  • Have minimum 10–12 years of relevant professional experience in public health programme management & implementation, preferably in immunization, adolescent health, maternal and child health, or large-scale health programmes.
  • Have demonstrated experience working with or supporting government health systems, particularly with State or District Health Departments, National Health Mission (NHM), or immunization programmes, including in the identified states.
  • Have prior experience supporting or coordinating vaccination campaigns or routine immunization initiatives, including planning, implementation, monitoring, and stakeholder coordination.
  • Have experience in school-based or community-based health programmes, including engagement with schools, teachers, parents, community leaders, and frontline workers, will be an advantage.
  • Have proven experience in coordinating with and managing multiple stakeholders including government officials, implementing partners, and civil society organizations.
  • Have experience in supporting capacity building, training, and orientation of programme staff and frontline workers.
  • Have strong understanding of India’s public health system, particularly the Universal Immunization Programme (UIP) and state-level health programme implementation structures.
  • Have good knowledge of immunization programmes, adolescent health initiatives, and community engagement approaches.
  • Have excellent coordination, stakeholder management, and communication skills.
  • Have strong planning, problem-solving, and programme management skills, with the ability to work effectively with government systems and communities.
  • Have an ability to analyze programme data, track implementation progress, and support monitoring and reporting processes. Proficiency in documentation and presentations will be an advantage.
  • Have proficiency in written and verbal communication in English; knowledge of Hindi and/or relevant regional languages will be an advantage.
  • Have the ability to work in dynamic, fast-paced programming environments, manage multiple priorities, and meet deadlines.
Expected Commitment
  • The consultancy is for a duration of 12 months.
  • The consultants will be expected to travel within India, up to 60% of the time.
Reporting
  • The consultants will report to Project Lead/Programmes Lead in India.

Technical Evaluation

  • Experience and qualification as outlined in your CV/credentials/profile – 20%
  • Showcases relevant experience in having done previous similar work with relevant agencies or organizations - 20 %
  • Geographical Experience in India - 10%
  • Interpretation and understanding of this TOR - 10%
  • Evidence of a minimum of three contactable references - 10%

Financial Evaluation

  • Value for money/proposed budget breakdown - 30%
