Global Dimensions is seeking a Design, Monitoring & Evaluation (DM&E) Specialist to support a Ukraine-based field monitoring program. This position will lead monitoring and evaluation (M&E) activities, oversee survey design and implementation, manage digital data collection systems, validate and analyze field data, and produce high-quality analytical reports and visual products that support program management and donor reporting.

This position is contingent upon contract award.

The Design, Monitoring & Evaluation (DM&E) Specialist is responsible for designing and implementing monitoring, evaluation, and learning (MEL) activities that measure program performance, assess implementation progress, and generate actionable insights for leadership and stakeholders. This role oversees field data collection operations, ensures data quality and integrity, develops analytical products and dashboards, and supports evidence-based decision-making throughout the program lifecycle.

The successful candidate will collaborate closely with program managers, field monitors, government counterparts, and external stakeholders to ensure timely, accurate, and reliable reporting in support of program objectives.

Essential Job Functions:

Design and implement monitoring and evaluation methodologies, including surveys, questionnaires, sampling strategies, and data collection tools.

Develop, manage, and maintain digital data collection platforms and mobile survey applications.

Oversee field data collection activities and ensure field teams collect complete, accurate, and reliable information.

Monitor field operations and provide technical guidance to ensure adherence to approved data collection methodologies and quality standards.

Review, clean, validate, reconcile, and analyze collected data to ensure accuracy, completeness, consistency, and integrity.

Prepare datasets for program management, donor reporting, external audits, and strategic decision-making.

Develop professional analytical reports, dashboards, scorecards, charts, tables, maps, graphics, and other data visualization products.

Translate complex quantitative and qualitative findings into clear, concise, and actionable recommendations for leadership and stakeholders.

Monitor program performance against established indicators, targets, milestones, outputs, outcomes, and key performance metrics.

Identify trends, risks, data gaps, and implementation challenges, and recommend corrective actions.

Coordinate with program managers, field teams, subcontractors, and stakeholders to resolve reporting issues and improve data quality.

Support field monitoring activities throughout Ukraine, including travel to remote, rural, or higher-risk locations as security conditions permit.

Protect sensitive program information, including inspection data, asset information, site locations, stakeholder information, and other controlled data.

Assist with preparing technical documentation, resumes, and supporting materials required for client review and contract compliance.

Perform additional duties as assigned in support of program objectives.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Ukrainian citizenship required.

Fluency in Ukrainian required.

Professional proficiency in English strongly preferred.

Ability to support field operations throughout Ukraine, including travel to remote, rural, and higher-risk areas as security conditions permit.

Demonstrated experience designing and implementing program surveys, including sampling methodologies and data collection instruments.

Experience developing, managing, or administering digital data collection systems.

Experience supervising or coordinating field data collection activities.

Demonstrated experience generating reliable evidence related to program performance, implementation progress, operational outcomes, asset accountability, or field conditions.

Experience cleaning, validating, reconciling, analyzing, and managing large datasets while ensuring data quality and integrity.

Experience preparing data for management review, donor reporting, and organizational decision-making.

Experience producing professional analytical reports for government agencies, international organizations, donors, NGOs, or senior leadership.

Demonstrated ability to create dashboards, charts, tables, maps, graphics, and other analytical visualization products.

Strong analytical, critical thinking, and problem-solving skills.

Excellent written and verbal communication skills with the ability to present complex information to technical and non-technical audiences.

Strong organizational skills, attention to detail, sound judgment, adaptability, and the ability to work independently in dynamic operational environments.

Desired Skills:

Experience supporting the Ministry of Internal Affairs of Ukraine, National Police of Ukraine, State Border Guard Service, National Guard of Ukraine, or other Ukrainian government organizations.

Experience supporting U.S. Government, European Union (EU), United Nations (UN), World Bank, NGO, humanitarian assistance, stabilization, rule-of-law, security sector reform, or reconstruction programs.

Experience supporting third-party monitoring (TPM), end-use monitoring (EUM), site verification, asset verification, inventory verification, field inspections, or property accountability programs.

Experience working across multiple Ukrainian oblasts or in conflict-affected, humanitarian, stabilization, or austere environments.

Experience using one or more of the following platforms:
