Mid-Level C4ISR Analyst

We are seeking a highly skilled Mid-Level C4ISR Analyst to join our dynamic team in Quantico, Virginia, and support our government customer’s mission-critical Defense Intelligence requirements.

The Mid-Level C4ISR Analyst will play a key role in conducting all-source intelligence analysis of foreign Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) capabilities. The successful candidate will assess foreign C4ISR systems, architectures, networks, sensors, tactics, techniques, and procedures (TTPs); evaluate early warning and ISR capabilities; monitor acquisition and modernization trends; and assess their implications for U.S. military operations, tactics, systems, and capabilities.

Essential Job Functions:

Conduct all-source analysis of foreign military C4ISR capabilities, limitations, vulnerabilities, and operational employment.

Analyze foreign military exercises and operations to identify C4ISR tactics, techniques, and procedures (TTPs), strategy, doctrine, readiness, maintenance, integration, interoperability, and compatibility.

Assess foreign military C4ISR assets, including disposition, movements, sensors, operability, architectures, networks, nodes, targeting capabilities, survivability tactics, and denial and deception techniques.

Analyze signals and associated emitters using Electronic Intelligence (ELINT) data sources, tools, methodologies, and analytic techniques.

Assess foreign early warning capabilities and limitations, including the ability to detect, identify, notify, track, and respond to U.S. maritime, ground, air, and communications activities.

Conduct temporal and pattern analysis to evaluate foreign early warning capabilities, operational responses, and potential vulnerabilities.

Conduct all-source analytic production on the C4ISR capabilities of foreign naval air, surface, undersea warfare, and naval infantry/amphibious/expeditionary forces, including associated exercises, tactics, platforms, sensors, weapons, strategy, doctrine, and readiness.

Research and assess current and emerging foreign Intelligence, Surveillance, and Reconnaissance (ISR) capabilities using SIGINT, GEOINT, OSINT, HUMINT, and other relevant intelligence sources.

Monitor foreign C4ISR and ISR acquisition, modernization, and technology-development trends and assess their potential impact on U.S. military operations, tactics, systems, and capabilities.

Analyze foreign capabilities and limitations in detecting, tracking, and responding to U.S. maritime, ground, air, and communications activities.

Track global technology transfer activities and assess their military implications, including the ability of recipient countries or actors to integrate, assimilate, and operationally employ transferred technologies.

Integrate reporting across multiple intelligence disciplines to identify trends, intelligence gaps, emerging capabilities, and potential threats.

Develop clear, timely, and comprehensive intelligence assessments, reports, briefings, and other analytic products in accordance with Intelligence Community (IC) and organizational standards.

Collaborate with analysts, collectors, technical experts, and intelligence partners across the IC to support intelligence production and collection objectives.

Apply validated analytic methodologies and structured analytic techniques to evaluate reporting, challenge assumptions, consider competing perspectives, and develop defensible analytic judgments.

Required Skills:

U.S. Citizenship is required due to the sensitivity of customer-related requirements.

Active Top Secret/SCI (TS/SCI) security clearance is required.

Eight (8) or more years of experience conducting analysis relevant to the labor category, with at least a portion of that experience obtained within the last two (2) years.

Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.

Experience conducting all-source analysis of foreign C4ISR, ISR, early warning, military communications, sensors, networks, or related capabilities.

Experience utilizing or analyzing intelligence derived from SIGINT, ELINT, GEOINT, OSINT, and HUMINT sources.

Experience analyzing foreign military exercises, operations, doctrine, readiness, modernization, or technology transfer.

Experience supporting analysis of naval air, surface, undersea warfare, amphibious, expeditionary, or related military forces.

Familiarity with Defense Intelligence and Intelligence Community analytic standards, tradecraft, methodologies, and reporting requirements.

Demonstrated comprehensive mission knowledge and technical proficiency, reflecting completion of required developmental training and relevant professional experience.

Demonstrated knowledge of C4ISR systems, capabilities, architectures, networks, sensors, operations, and associated military applications.

Ability to analyze and communicate insights derived from information that may be incomplete, indirect, highly complex, technically advanced, or seemingly unrelated.

Proven ability to structure analysis using reporting trends and incorporate diverse analytic perspectives across analysts, organizations, intelligence disciplines, and data sources.

Demonstrated experience producing clear, insightful, and comprehensive analytic products in support of Defense Intelligence requirements.

Strong research, analytical, writing, briefing, and communication skills.

Ability to work independently and effectively with minimal supervision or direction.

Demonstrated ability to collaborate across the Intelligence Community, including information sharing, supporting and driving collection efforts, and resolving differing analytic judgments.

Proven ability to lead or coordinate analytic teams addressing complex, high-priority, or mission-critical intelligence problems.

Experience guiding the selection, design, and application of analytic methodologies, including evaluating arguments and applying validated analytic techniques to challenge assumptions and competing perspectives.
