Global Fishing Watch is a non-profit global organisation that aims to improve ocean governance through improved transparency. It works with a variety of stakeholders, including fishers, states and researchers to make the case for improved transparency. A critical element of Global Fishing Watch’s operations is ensuring that its global policies and processes are legally compliant. This is from a best practice standpoint as well as meeting the conditions of current and future funders. 

This Request for Proposals will provide Global Fishing Watch with timely support for key HR policies and processes to ensure that Global Fishing Watch is legally compliant as well as minimizing organizational risk. 

Deliverables:

  • Deliverable 1: Develop safeguarding, anti-harassment and protection from sexual exploitation, abuse and harassment (PSEAH) policies.
  • Deliverable 2: Review and update all HR-relevant GFW policies (in the Employee Handbook - Immigration law compliance, leaves,) and introduce a version control format for all policies for a review and update every 3 years.
  • Deliverable 3: Review and update the staff code of conduct, and incorporate it with a staff code of ethics. Review and update the conflict of interest provision. 
  • Deliverable 4: Review and update the anti-corruption policy, whistleblowing policy, the employee grievance procedure and appeals process.
  • Deliverable 5: Create a disciplinary and appeals process, a performance management/capability process including work standards, a conflict resolution process, a Probation process, a process for Absenteeism, and Guidance on Redundancy/lay off.

The above deliverables should include:

  • A review of clear best practice provisions that already exist and build in where they do not exist. These should be updated in line with US and UK regulations as required.
  • Update documents as required ensuring they are legally compliant in the US and the UK and that they meet the essential requirements for Third party and UK Government funding. 
  • Documents drafted to a high standard and a polished finish to be agreed with Global Fishing Watch.

Requirements 

The consultant will have:

  • Substantive HR policy drafting experience and general knowledge of the UK and US legislative requirements for the required policies.
  • Experience of working in a non-profit, philanthropic environment and have an interest and appreciation of the work of Global Fishing Watch.

  • A summary of how the deliverables listed above will be completed. 
  • A list of all staff members who will be working on the commission (if more than one).
  • Percentage of total cost expected per deliverable  
  • A CV 
  • A timeline, including:
    • Expected delivery dates for all deliverables and meetings. 
    • Expected payment points.
    • Key time points that documents will be shared with Global Fishing Watch for review.
  • A budget breakdown detailing costs for each deliverable including: 
    • The number of work days expected (per employee) and associated day rate and what these entail (e.g. research, report writing, meetings)

The maximum budget available for this is $24,000. 

The closing date for this is 23:59 BST on Wednesday 18 December 2024. Successful applicants will be invited to a further discussion with Global Fishing Watch and a final decision will be made circa January 2025.
