Organization summary

Global Fishing Watch is an international, non-profit organization committed to advancing ocean governance through increased transparency. We create and publicly share knowledge about human activity at sea to enable fair and sustainable use of our ocean. Founded in 2015 through a collaboration between Oceana, SkyTruth, and Google, Global Fishing Watch became an independent, international nonprofit organization in June 2017. 

Our major focus is on commercial fishing because it is the most widespread human activity at sea, the most impactful on ocean health, and the most crucial for global livelihoods and food security. By 2030, we aim to monitor and visualize the impact of ocean-going vessels, both industrial and small-scale, that are responsible for the vast majority of the global seafood catch. We believe human activity at sea should be common knowledge to safeguard the global ocean commons for the common good of all.

Using cutting-edge technology, Global Fishing Watch generates knowledge about the ocean and turns big data into actionable information. That information is shared publicly, and for free, to accelerate science and drive fairer, smarter policies and practices that reward good behavior and protect biodiversity, fisheries and livelihoods. We aim to monitor and visualize the impact of ocean-going vessels, both industrial and small-scale, that are responsible for the vast majority of the global seafood catch. By promoting international cooperation and harnessing political will, our work seeks to utilize transparency of ocean data to enable a new era of ocean governance.

Objectives

Global Fishing Watch is seeking the engagement of a local implementing partner that can support the planning and organization of the in-country work. This includes, but is not limited to, technical consultations, knowledge-sharing sessions, information exchanges, meetings, and field visits. The overall aim is to support achieving the collaboration goals between Global Fishing Watch and the Vietnamese government. Specifically, the local implementing partner will:

  1. Provide guidance and strategic advice on navigating national processes, institutional dynamics and stakeholder engagement with the aim of fostering good working relationships between Global Fishing Watch, the Vietnamese government and civil society .
  2. Support the planning and implementation of in-country activities, including review of concept notes, technical documents and presentations, and coordination with country counterparts to ensure the suitability of key messages to local context and alignment of timelines and priorities, as well as navigate political sensitivities.
  3. Support coordination among key partners and relevant external organizations to facilitate the development of a harmonized approach to government collaboration.
  4. Facilitate communications between Global Fishing Watch and local partners to promote information exchange and strengthen cooperation.
  5. Assist in organizing and co-facilitating technical discussion meetings and knowledge-sharing activities with government partners and other stakeholders to define the scope, limitations, and expected outputs and outcomes in relation to this work-stream.
  6. Provide Global Fishing Watch with prompt updates and information on developments related to country work and overall country engagement.
  7. Prepare policy recommendations based on a review of national policies related to fisheries traceability and accountability in Vietnam.
  8. Prepare meeting notes, reports and other types of activity documentation.

Vendor qualification requirements

  • Demonstrated extensive experience in working with government and international organizations in Vietnam
  • Excellent written and oral communication in English and Vietnamese
  • Provide regular progress reports and updates on project milestones, including key challenges and achievements, ensuring effective stakeholder communication.
  • Strong adherence to agreed-upon reporting processes and timelines, with the ability to follow established progress-tracking procedures and issues resolution, ensuring the project stays on course.

Good to have

  • Experience working in fisheries management and the fisheries sector, including conduct of technical knowledge-sharing activities

Submission requirements

Interested parties should submit a proposal via email, including a detailed plan and budget, to  tamara.palis-duran@globalfishingwatch.org.

The proposal should consist of:

  • A cover letter explaining the provider’s interest and qualification for the consultancy, including a description of previous experience with the types of work proposed in the RFP.
  • A narrative proposal (Word document).
  • A descriptive budget (max US$32,000 in an Excel file) outlining the cost for all deliverables.
  • Resumes/CVs of key project personnel.
