Request for Proposal (RFP) - National & Regional Transparency
Background:
Global Fishing Watch is an international nonprofit organisation committed to advancing ocean sustainability and stewardship through increasing transparency. We do this by offering, for free, data and near real-time tracking of global commercial fishing activity, supporting new science and research, and boosting global cooperation on ocean transparency.
Purpose and Objectives:
As part of its efforts, Global Fishing Watch is seeking key civil society organisations (CSOs) that would amplify, cultivate and support transparency messages among various governments, across initiatives and geographies that GFW is engaged in, especially within GFW’s first cohort of core countries and regions.
Scope of Engagement:
The Transparency Subgrantee will be responsible to advance the following initiatives within the following GFW Regions (Latin America, Africa, Pacific, Asia, Europe/ Mediterranean) and Core Countries where they operate in:
- Transparency Advocacy:
- Enable, amplify and champion national and regional Transparency advocacy initiatives and engagements that help advance GFW transparency goals and objectives in countries identified
- Transparency Policy Pathways:
- Develop and propose national and regional Transparency Policy Pathways
- Help facilitate integration of Transparency principles in the identified national and regional policies and processes
- Stakeholder Engagement:
- As necessary or requested by GFW, attend or provide requested support for GFW in its engagements, events and initiatives with relevant national stakeholders in advancing GFW’s Transparency initiatives in the country
- Provide GFW and its Regional Teams with engagement support and guidance in advancing its Transparency initiatives with relevant national stakeholders
- As necessary or requested by GFW, attend/ represent/ liaise for GFW or provide requested support for GFW in its Regional Transparency engagements, events and initiatives.

Roles and Responsibilities:
The Subgrantees will be responsible for delivering the Scope of Engagement. GFW will provide the Subgrantees with the relevant documents and time from the management team and program delivery teams to ensure that Scope of Engagement will contribute to the expectations of and fulfilment of GFW objectives and goals. The Subgrantees will report to the GFW Regional Leads.
Quality Assurance:
The Subgrantees will be responsible for ensuring that the process and outputs covered under the Scope of Engagement is rigorous, reliable, and credible. This will include developing appropriate data collection and validation methods and tools, ensuring that data is collected and analysed in a consistent and transparent manner, and using appropriate statistical and qualitative analysis techniques.
Ethics and Confidentiality:
The Subgrantees will be required to adhere to GFW's ethical standards and ensure that all data collection and analysis activities are conducted in a manner that protects the confidentiality and privacy of GFW partners’ data where necessary.
Timeline and Budget:
Below is the timeline for this Subgrantee engagement:
- June 2025- Exploratory Meetings & Finalization of Scope of Engagement
- July - December 2025 - Engagement Work Plans
- December 2025 - 1st Quarter/ End-of-year Report
The Subgrantee will be responsible for developing a detailed timeline and budget breakdown that clearly identifies the resources required and expected outputs for each activity. The Subgrantees will work with the GFW’s Program Delivery Team to ensure that the Scope of Engagement is completed on time and within budget.
Budget: Total of USD 100, 000 that will be distributed to 2- 3 civil society for 1 year engagement , to be paid upon receipt of a satisfactory invoice
