INTRODUCTION
GOAL operates in Haiti mainly in vulnerable neighborhoods of the metropolitan area of Port au Prince and in Jérémie. Since arriving in Haiti in 2010, GOAL has been helping the most vulnerable people affected by disasters. Today GOAL is in a phase of strategic transition between emergency, rehabilitation and development. GOAL's new community development program is based on 4 central pillars: ▪ Urban planning ▪ Building back better (through training and campaigning) ▪ Resilience ▪ Community disaster risk reduction and economic development In all its programs, GOAL adopts an approach based on commitment and community participation.
General description of the role
Objective: Under the general supervision of the Program Director, the WASH & DRR technical Advisor will have primary responsibility for carrying out the strategic management of all GOAL Haiti programmatic activities with respect to Risk Management. and disasters and WASH.
Oversee the implementation of project activities, ensuring overall donor compliance and timely reporting. Her management skills and knowledge will ensure that GOAL delivers high quality programming and continuously works to improve the impact of its programming in the country.
Main Responsibilities:
Ø Manage and implement all activities throughout the relevant project cycles (WASH, DRM.) – start-up, implementation, and close-out – to ensure effective and efficient implementation in accordance with GOAL program quality standards, donor requirements and best practices. Ensure project team and partner staff use appropriate systems and tools.
Ø Focal point for learning with project staff and partner teams. Analyze and evaluate project performance data in accordance with MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome barriers to implementation.
Ø Act as a key resource person in designing projects and developing proposals in respective programming area, filling gaps and taking on growth responsibilities as needed.
Ø Ensure that the WASH team documents standards and techniques through demonstration models with the intention of developing water and sanitation facilities that could be given to beneficiaries economically.
Ø Participate in the definition of the strategy in its area of intervention and in the sectoral strategy at the national level.
Ø Promote cross-sectoral integration of the WASH sector with other sectors.
Ø Participate in reflections on the themes of community mobilization, promoting the smooth running of field activities and coordination with partners and new proposals or reorientation of activities.
Ø Participate, in collaboration with the project managers, in the budgetary monitoring of the Program.
Ø Represent the institution in external meetings (sectoral tables, Wash/Health Meeting coordination meeting, GRD, meeting with donors)
Ø Participate in the creation of monitoring tools, use them appropriately and regularly;
Ø Participate in the analysis of field data, monitoring of activities.
Ø Respect the program plans; plan WASH team activities and ensure effective implementation of program plans
Ø Review and approve contract documentation including drawings, specifications and BoQs and support the WASH team to develop them.
Ø Ensure the quality of materials and labor during program activities.
Ø Support and advise WASH officers/managers to develop the capacity of their teams, community mobilizers and volunteers, by developing the technical and management capacities of Senior WASH staff
Ø Support in updating the GOAL contingency plan.
Ø Collaborate with SEMANAH to prepare GOAL intervention areas for a Tsunami alert
Ø Collaborate with the CNSA or DPC in the implementation of a rainfall system in GOAL flood risk areas
Ø Develop community-level programs focused on
o UNDERSTANDING THE RISKS OF DISASTER
o STRENGTHENING COMMUNITY ORGANIZATION on DRR
o REDUCING VULNERABILITY TO DISASTER IN FAVOR OF RESILIENCE
o STRENGTHENING FOR PREPAREDNESS AND FOR EFFECTIVE RECOVERY
Human resources:
Provide oversight, leadership and direction to the HR function in the field, including:
Ø Strict implementation/compliance with the GOAL Haiti HR manual.
Ø Ensure that all new recruits are welcomed.
Ø Ensure the implementation of staff performance management systems.
Finance :
Ø Work with the Field Finance Manager to ensure that GOAL financial guidelines are always adhered to, reporting any violations to the Financial Controller/CD.
Ø Monthly expense review and weekly cash count forecast.
Safeguarding:
Children and vulnerable adults who meet GOAL through our activities should be protected to the extent possible from deliberate or unintentional actions and failures that put them at risk of abuse, sexual exploitation, injury and other harm. One of the ways GOAL demonstrates this ongoing commitment to safeguarding is by including rigorous background and reference checks in the selection process for all applicants.
Qualifications / Requirements:
Ø Advanced degree in Development Science, Relations, relevant social sciences, or equivalent demonstrable experience working with non-governmental organizations.
Ø At least 3 years of experience in the humanitarian/development field
Ø Demonstrated understanding of project design, management and implementation processes
Ø Project management experience in WASH, DRM, agriculture and/or emergency response is highly desirable.
Ø Experience contributing to the development of technical proposals.
Ø Preferred skills and experience in MEAL.
Ø Fluent French and English
Ø Management skills; resourceful and adaptable approach; creative approach to resolution
Ø Qualification in the field of environmental health
Ø Initiative by developing new programs and giving technical inputs on proposals.
Ø Capacity building experience
Ø Building skills and an interest in low-cost building techniques
Ø Very strong skills in analysis and strategic planning
