General Description of the Programme:

GOAL, an International Humanitarian Organization, has had a presence in Türkiye since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalized migrants in southern Türkiye.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Overview / Objectives of the position:

Reporting to the Programme Development and Awards (PDA) Director, the Senior Grants Coordinator will be central to ensuring coordination and quality of grants management and new business development for GOAL Syria. With the PDA Director, the incumbent will support the development of GOAL Syria’s business development strategy. This position is based in Aleppo or Damascus, Syria with travel to GOAL offices in NW Syria and Damascus. The Senior Grant Coordinator will work collaboratively with GOAL Syria’s senior management team; Programmes, MEAL, Finance, and Systems teams; and partners.  The Senior Grants Coordinator will be part of the Programme Leadership team (PLT), working closely with the programme leadership to support development of future programming.

 

Main responsibilities:

Job Responsibility #1: Programme Design and New Business Development (45%)

  • In coordination with the PDA Director, oversee the development of concept notes and proposals, from review of solicitation, development timeline to final submission, gathering input from relevant internal stakeholders, and ensuring timely and proper review at the HQ level.
  • Lead the coordination of GOAL Syria responses to designated donor issues letters in relation to concept notes and proposal submissions.
  • In coordination with HQ, ensure proposals meet internal GOAL standards, ensuring quality and alignment with internal donor requirements and compliance including use of GOAL’s PRC template and PRC review process.
  • Support development of tools, templates, and other materials critical to the support of proposal development processes.
  • Work closely with the Finance department to coordinate the development of proposal budgets and conduct review of proposal budgets for donor responsiveness and matching technical narrative.

 

Job Responsibility #2: Grants Management & Program Support (25%)

  • Ensure efficient, harmonised and effective systems in place and utilized for information management and grant management (including reporting, implementation monitoring and tracking, donor communications and filing) across the Grants Unit.
  • Work closely with Finance, HR, Systems and Programme teams to strengthen and maintain regular grant review processes, including setting up grant health indicators and trackers. Lead on the development of tools, templates, and other materials critical to the support of grant management development processes.
  • In coordination with finance, maintain visibility of spending and forecasts for the proper monitoring and the successful implementation of programs and early warning in case of obstacles or challenges.
  • Ensure timely delivery of high-quality reports which meet donor and GOAL requirements.
  • In close collaboration with the PD ensure that GESI and protection mainstreaming is reflected in donor reporting and reviewed in grants managements meetings as appropriate.
  • Collaborate with MEL team to support capture of lessons learned for donor reporting and to inform project design.

 

Job Responsibility #3: Communications & Donor Engagement (15%)

  • Support the PDA Director to engage with donors and key stakeholders including representation in donor, cluster and partner meetings as needed.
  • In collaboration with the GOAL Syria Media and Communications team, ensure that all donor visibility, branding and marking plans are developed and implemented as required.

 

Job Responsibility #4: Donor & GOAL Compliance (5%)

  • In coordination with the PDA Director, liaise with GOAL Syria donors on grants management issues for ongoing programming.
  • Support Compliance Department with donor communications during donor agreement review periods, and support coordination of their review with relevant GOAL Syria team and with relevant HQ staff.

 

Job Responsibility #5: Mentorship and Training (10%)

  • Develop routine training package for GOAL staff and partners on reporting and proposal writing skills strengthening and ensure the delivery of training.
  • Together with the PDA Director, identify personal professional development capacity gaps in the Grants Team and address through training and other knowledge building resources.

 

Requirements: Technical & Functional Skills

Required:

  • Bachelor’s degree or equivalent in international affairs, communications, development, or related subject.
  • At least five years of experience working in project and/or grants management and proposal/business development/design in a humanitarian context with an INGO or international organisation.
  • Prior knowledge of donor regulations (BHA, ECHO, FCDO, UN, etc.)
  • Prior experience designing and developing new business development and funding strategies.
  • Proven track record of successful proposal and concept note development, donor submission and award for a range of donors.
  • Strong writing and editing skills with close attention to detail.
  • Strong capacity to mentor and build staff capacity.
  • Strong skills in Microsoft Office Suite.
  • Fluency in spoken and written English.
  • Excellent planning and organizational skills, with the ability to appropriately manage and delegate work.
  • Excellent analytical, presentation, and reporting skills.
  • Ability and willingness to travel within Syria and regionally when required.

 

Strongly preferred:

  • Master’s degree or equivalent in international affairs, communications, development, or related subject.
  • Superior oral and written communication skills, with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders.
  • Proven ability to work well in teams and promote teamwork, thrive in a multi-cultural environment, be flexible and handle pressure with professional grace.
  • Excellent interpersonal, cultural and relationship-building skills and the ability to effectively represent GOAL with donors and other external stakeholders.
  • Proven ability to think strategically.
  • Good contextual knowledge of Syria: social, cultural and economic context, priorities and constraints.
  • Previous field experience working in MENA region.
  • Arabic language skills.
