Safeguarding and Protection Manager - Internal & External - Aleppo/Idleb.

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

 

Job Purpose:

The Safeguarding and Protection Manager will lead and oversee the implementation of safeguarding policies and procedures across all GOAL Syria operations. This role is crucial in ensuring that all staff, beneficiaries, and stakeholders are protected from exploitation, abuse, and harassment, in line with humanitarian principles and donor requirements.

 

Key Responsibilities:

  • Policy Development and Implementation:
    • Develop, review, and implement safeguarding policies, procedures, and codes of conduct in accordance with international best practices and donor guidelines.
    • Ensure compliance with local laws and regulations related to safeguarding and protection in Syria.

 

  • Training and Capacity Building:
    • Identify and train the safeguarding focal points from other departments/teams so they champion safeguarding.
    • Conduct regular training sessions on safeguarding principles, prevention of sexual exploitation and abuse (PSEA), and protection mainstreaming for all staff and partners.
    • Provide technical guidance and support to ensure understanding and adherence to safeguarding standards at all levels.

 

  • Risk Assessment and Management:
    • Conduct comprehensive safeguarding risk assessments in all operational areas.
    • Develop and implement risk mitigation strategies and monitor their effectiveness.

 

  • Incident Reporting and Response:
    • Establish and manage a confidential reporting mechanism for safeguarding concerns and incidents.
    • Lead discussions, and with the support from the investigation teams, into safeguarding incidents, ensuring timely and appropriate responses in coordination with HR, legal advisors, and senior management.

 

  • Coordination and Representation:
    • Coordinate with relevant stakeholders, including donors, UN agencies, and local authorities, on safeguarding and protection issues.
    • Represent GOAL Syria in safeguarding and protection-related forums and working groups.

 

  • Monitoring, Evaluation, and Learning (MEL):
    • In Coordination with MEAL Coordinator, develop MEL frameworks and tools to monitor and evaluate the effectiveness of safeguarding measures.
    • Facilitate learning and continuous improvement through regular reviews and sharing of best practices.

 

Requirements (essential)

  • Minimum of 5 years of relevant experience in humanitarian safeguarding and protection, with at least 2 years Managing teams or activities in humanitarian sector or advisory role.
  • Proven experience in developing and implementing safeguarding policies and procedures in complex humanitarian settings, preferably in Syria or the Middle East.
  • Strong understanding of gender-sensitive approaches and protection principles in humanitarian programming.
  • Excellent interpersonal and communication skills, with the ability to train and mentor staff from diverse cultural backgrounds.
  • Strong understanding of the humanitarian principles
  • Creative and able to come up with, embrace and coordinate innovative thinking and problem-solving skills
  • Strong computer skills including Microsoft Office
  • Demonstrated ability to stay calm under pressure
  • Good analytical skills
  • Excellent reporting skills / English and Arabic
  • Native Arabic speaker
  • Very Good English skills
  • Ability to travel to the field

 

Requirements (desired)

  • Previous experience working in Idleb and/or Aleppo
  • One year at least experience working with GOAL
  • Excellent English skills
  • Knowledge of the Core Humanitarian Standards (CHS)
