WASH Mechanical Engineer (Technical) - Internal & External - Syria/Idleb.
General Description of the Programme:
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:
The Mechanical Engineer (Technical) will be based in GOAL’s office in Harem or Maartmasrein, Syria, reporting to the WASH Deputy Programme Manager- Technical Assessment and will be part of technical team who is responsible to develop technical studies and conducting needs assessments within programme’s area of WASH program.
The Mechanical Engineer (Technical) is responsible for developing technical studies, schemes, BoQs, and all water projects technical documents under the supervision of the WASH Deputy Programme Manager- Technical Assessment. This includes assessing all requirements for rehabilitation and maintenance of water stations mechanical equipment (generators, pumps, etc.). the Mechanical Engineer (Technical) will be the key role for setting technical specification for all mechanical equipment’s procurements, and developing contracts terms to assure best quality services and materials will be provided. Mechanical Engineer (Technical) will support (Technical)team to produce long term maintenance plans.
Duties, objectives, and competencies
- Technically assist the WASH DPM- Technical Assessments to collect information and needs assessment for water stations.
- Assist WASH DPM- Technical Assessments to prioritize required rehabilitation and maintenance projects to be conducted at water stations.
- Develop technical studies, schemes, and BoQs for water stations rehabilitation projects starting from proposed needs by Water Units.
- Develop technical terms of all contracts, documents, and all formal agreements of mechanical equipment’s rehabilitation and maintenance.
- Assist WASH DPM- Technical Assessments Preparing WASH purchase orders.
- Assist WASH DPM- Technical Assessments developing mechanical equipment map for all water stations. forecast all required spare parts and materials for periodic maintenance.
- in corporation with Mechanical Engineer (Technical), support Water Units to develop detailed long-term maintenance plans.
- Ensure that policies and guidelines as laid down in GOAL manuals and policies are adhered to at all times.
- Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms.
- Ensure adherence to the financial guidelines as per the GOAL Dublin Financial Manual.
- Ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project.
- Other related tasks at the request of the WASH DPM.
Requirements (essential)
- Degree level qualification in Mechanical engineering (a university graduate)
- Minimum 3 years’ experience in related field.
- Excellent understanding and knowledge of water systems related equipment and machinery (pumps, generators, water hammer devices, mechanical accessories, etc.).
- Excellent understanding and knowledge of maintenance and rehabilitation practices.
- Proven experience writing bed of quantities, technical term of reference, standard of process, and other related documents.
- Flexible and creative approach with a proven ability to resolve issues and identify solutions.
- Excellent time management skills and the ability to prioritise work when under pressure.
- Excellent communication and interpersonal skills.
- Commitment to beneficiary accountability and humanitarian principles.
- High level of computer skills, especially excel.
Requirements (desired)
- English language skills (spoken and written)
- Knowledge of GOAL’s target areas in northern Idlib (Harim District)
- Proven ability to build the capacity of partner/ local organisations an advantage.
- Previous experience working with public water and sanitation authorities a distinct advantage.
- High level of engineering designing programs (AutoCAD, Water CAD, GIS, etc.)
