General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The major role of the Community Mobilization officer is as the main focal point with the community, and works with Water Units to ensure that community needs and concerns are being incorporated into the project and communicate programme implementation strategy to all stakeholders (for example: Water Units/Stations, Local Councils, beneficiaries, etc.). The Community Mobilization Officer will assist the Senior Community Mobilization Officer in following up on all matters related to human resources for water units/Stations (contracts, timesheets, conflict of interest, training, etc.).

Assist in following up on all administrative matters for Water Units/Stations, collect feedback from communities and water units, and ensure that all records and feedback are shared between GOAL, Water Units, and beneficiaries.

Duties, objectives and competencies

  • Liaise with communities and their representatives about implementing effective CFM, SOPs, and WASH projects, follow up on the water situation in towns and villages, answer queries, and collect feedback
  • Develop suitable assessments to collect information from communities as required, with assistance from the Senior Community Mobilization Officer
  • Coordinate community meetings and ensure appropriate feedback mechanisms for households connected to the water distribution network
  • Work alongside the Monitoring and Evaluation team to better understand the quality of services and activities delivered to target households
  • Assist the Senior Community Mobilization Officer in following up on all human resources matters for water units and stations, including contracts, timesheets, conflict of interest, and training etc.
  • Support Water Units to establish appropriate HR and documentation systems
  • Obtain Housing, Land, and Property (HLP) documentation
  • Prepare, develop, modify, and sign documents as required
  • Coordinate with the logistics department to follow up on all matters related to water unit vehicles and equipment
  • Conduct paper and electronic archiving of all documents related to water units, stations, and water program operations
  • Assist the Senior Community Mobilization Officer in preparing, developing, modifying, and executing MOUs, extensions, official correspondence, and water program documentation
  • Ensure Water Units' adherence to all agreements and MOUs signed with GOAL and GOAL's policies
  • Perform other tasks as required relating to community relations, as determined by the line Manager

Requirements (essential)

  • Bachelor’s degree in law, Engineering, Humanities, or any relevant qualification.
  • Minimum 2 years of experience in the field of NGOs community liaison/mobilization/ Public relations.
  • Minimum 3 years of demonstrated expertise in Community feedback Mechanism, community liaison, and grassroots advocacy within the humanitarian sector
  • Demonstrated field experience working directly with rural/urban communities in project implementation or program delivery.
  • Completion of formal training in Communication, negotiation, and negotiation skills, or related training
  • Strong personality and ability to communicate, negotiate, and persuade
  • Good English oral and written skills.
  • Excellent computer skills (to be assessed in the test).
  • Physical ability to conduct field visits and community meetings.

 

Requirements (desired)

  • Experience in WASH projects or water management programs
  • Experience with data collection and analysis tools
  • English language skills (spoken and written)
