Nutrition Manager - Internals Only / Syria
General Description of the Programme:
GOAL is an international humanitarian and development NGO dedicated to alleviating the suffering of the poorest and most vulnerable. GOAL was established in 1977 and is currently operational in 14 countries worldwide. GOAL began operations in Syria in 2012 responding to the acute needs of conflict-affected communities. GOAL’s areas of operations include but not limited to Aleppo, and Idleb Governorates.
GOAL has been responding to the acute needs of conflict affected communities. The program focuses on food and nutrition security, WASH, shelter, livelihoods/ERMS and emergency response with a growing emphasis on cash and voucher modalities. GOAL Syria implements its programs directly, with over 500 staff based in Syria, as well as through Syrian NGO partners. GOAL’s program works at the household, community, and camp levels to improve community resilience and household coping strategies.
GOAL’s nutrition program was launched in 2021 reaching caregivers of children under 5, pregnant and lactating women, and women of reproductive age with family mid-upper arm circumference (FMUAC) approach, Maternal Infant and Young Child Nutrition messages, blanket distribution of lipid-based nutrition supplements, and Cash and Voucher Assistance for improving nutrition outcomes. All nutrition beneficiaries reached are also benefitting from GOAL’s largescale Food Security programme either by in-kind food kit or CVA distributions. GOAL also implements nutrition programming through local partnerships that provide Community Management of Acute Malnutrition.
Job purpose:
The Nutrition Manager is responsible for the planning, implementation and reporting of GOAL’s nutrition activities in Northern Syria, supported by the Nutrition Coordinator in Jordan. The Nutrition Manager will support and advise the Nutrition Coordinator on the development of the nutrition intervention and ensure coordination, planning, monitoring and management of program activities. This will involve working with GOAL’s MEAL team to ensure timely and effective monitoring and evaluation of nutrition program activities and impact. The Nutrition Manger will be responsible for day-to-day programme implementation and for ensuring that the programme effectively and efficiently achieves its objectives in accordance with GOAL’s guidelines and principles and donor requirements.
Duties, objectives and competencies
Program Planning and Implementation
- Carry out the necessary coordination activities with humanitarian actors, programme stakeholders in GOAL areas of operation to coordinate GOAL planned activities and avoid potential overlapping, and carry out the necessary activities on community sensitization, include Local councils and Beneficiaries on program objectives, plans, nutrition product distributions, targeting criteria and other related program matters in line with the Nutrition cluster recommendation, country context and participant feedback.
- Overall responsible in defining the needs and selection of GOAL areas of intervention and setting GOAL targets in areas of operation in line with GOAL policy and nutrition cluster data on needs and gaps.
- Follow up and support GOAL /Partners beneficiary selection and verification implementation activities, including monitoring of GOAL beneficiary list and management of referral pathways for nutrition in timely manner, follow up on the implementation progression and report results.
- Contribute to the design of nutrition activities including the roll out of family MUAC approach, distribution of supplementary nutrition products and MIYCN-E (Maternal and Infant and Young Child Nutrition in Emergencies) behaviour change communication and ensure that it’s in line with the Nutrition cluster recommendation, country context and BNFs preferences.
- Develop detailed Implementation plans (DIP) in line with the Program objectives, ensuring that those activity plans are implemented, and any expected delays and / or modifications are communicated and raised in a timely manner with the Nutrition Coordinator.
- Contribute to the design of new Nutrition programming, proposal and budget development; ensuring these are informed by an accurate understanding of priority needs and gaps in GOALs areas of operation.
- Actively coordinate, design and promote the integration of nutrition within other GOAL programmes as appropriate e.g. food security, cash & vouchers, WASH, livelihoods
- Travel frequently to program locations to directly monitor nutrition activities, ensuring clear feedback is provided to field staff and / or partners on necessary changes or improvements required to ensure project activities meet stated objectives and deliver maximum benefit to targeted beneficiaries;
- Work closely with the Partnership Team to provide technical support to GOAL partners working on nutrition to ensure partner activities are in line with GOAL processes and requirements;
- Provide the needed support to the relevant support departments, Logistics, Finance and HR to ensure smooth implementation.
- Ensure appropriate HR planning, training and resource allocation as required for the successful implementation of program objectives.
- Liaise with the Nutrition Coordinator and procurement department in Antakya, Turkey to ensure that there are no delays in procuring and delivering to the field site materials needed for the nutrition program
- Coordinate with the M&E team to ensure the development and implementation of appropriate M&E and programme management tools and systems as well as on-going community feedback mechanisms.
- Improve the quality of services provided through support and supervision of key staff, analysis and dissemination of M&E data and lessons learnt, and review of GOAL and other best practice guidelines;
- Direct management of GOAL staff assigned to nutrition program, ensuring that all staff have clearly defined job descriptions, work plans and understand their responsibilities;
- Provide nutrition training as required to the nutrition team and also other program teams in the interest in promoting integration.
- Ensure that policies and guidelines as laid down in GOAL manuals and policies are adhered to at all times;
- Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms.
- Ensure adherence to the financial guidelines as per the GOAL Financial Manual.
- Ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project.
- Contribute to the production of guidance, Programme and implementation SOPs and outreach materials as appropriate
- Other related tasks at the request of the Nutrition Coordinator.
Documentation and Reporting
- Track progress against weekly, monthly, and annual plans. Provide accurate and timely updates and reports as needed. Identify challenges and propose solutions to ensure timely and effective implementation of activities.
- Maintain files and archives of nutrition program support documentation, including Beneficiaries registration, distribution, activities and reconciliation records.
- Ensure timely and accurate updates to the program MEAL on planned and completed activities.
Administrative Support
- Submit and follow up on requests for support from operations teams, including procurement (PRFs), supply chain (transfer of materials)
- Record and promptly disseminate minutes for Local councils, staff and other meetings.
- Schedule and organize and/or assist in activities such as meetings, conferences, trainings and workshops for project staff.
Requirements
- Bachelor’s degree or Intermediate institute certificate (nutrition, health, biomedical science, general science, or related relevant degrees).
- Experience of working in Syria NGOs at least 5 Years with knowledge of Aleppo or Idleb context.
- Minimum of 3 years’ experience at leading or managing a team
- Demonstrable experience in capacity building and training.
- Good skills in MS Office suite (Word, Excel)
- Prefer to have at least 4 recent years’ experience of nutrition, (community) health, or other relevant experience
- Project management, planning, and financial management experience is an advantage
- Must have IYCF and CMAM training/certification
- Preferred experience in implementing CVA programs for at least one year
- Good communication skills (written, spoken), including writing skills in English and Arabic
