GOAL an International Humanitarian Organisation has had a presence in Turkiye since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkiye.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb, Aleppo, and Latakia Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, Nutrition, ERMS, Shelter, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL is currently expanding to Hama, Homs and Damascus.

Job purpose:

Under the supervision of the Food Security and Livelihoods (FSL) Coordinator, the Food Security and Livelihoods (FSL) Manager will be responsible for ensuring the high-quality, integrated implementation of GOAL’s Food Security, CVA, Basic Needs, and Livelihoods programmes. This includes oversight of emergency, regular Food Security/MPC/CVA, basic needs interventions, market-based programming, and livelihoods activities such as Economic Recovery and Market System (ERMS) and Small and Medium Enterprises (SME) support, graduation approach, and market systems development. The FSL Manager will lead the operational planning, implementation, monitoring, and reporting of all FSL activities in the field, ensuring alignment with GOAL’s strategic direction, donor requirements, and humanitarian standards. The role also involves direct line management of field-based FSL staff and close coordination with MEAL, Finance, and other departments.

 

Key Responsibilities

1. Strategic Leadership & Programme Development (25%) 

  • Contribute to the design and adaptation of integrated FSL programming in line with the FSL Coordinator’s strategic guidance, including emergency CVA, MPC, basic needs, livelihoods, and ERMS interventions.
  • Support the FSL Coordinator in the development of concept notes, proposals, and donor reports by providing field-level insights, data, and activity updates.
  • Participate in context and market assessments to inform programme design, including market functionality assessments, vendor mapping, and livelihoods gap analyses.
  • Ensure that cross-cutting themes (gender, protection, safeguarding, accountability) are integrated into all FSL activities.

2. Programme Management & Quality Assurance (30%)

  • Lead the end-to-end implementation of FSL activities in GOAL’s Areas of Operations, including beneficiary targeting, registration, distribution (cash, voucher, in-kind), vendor onboarding, cash grant transfers, and technical assistance for livelihood activities.
  • Develop and monitor weekly, monthly, and annual activity plans in line with the Detailed Implementation Plan (DIP) and budget.
  • Oversee the implementation of MPC and basic needs assistance, ensuring compliance with GOAL’s SOPs and industry standards (SPHERE, CaLP).
  • Manage livelihood interventions, including but not limited to graduation approach, ERMS/SME support, VSLA, vocational training, apprenticeship linkages, and market systems strengthening.
  • Coordinate with the Nutrition department to ensure integrated CVA for nutrition and nutrition supplements as required.
  • Ensure timely and accurate vendor payments, Money Transfer Agents coordination, and resolution of e-card technical issues.
  • Track progress against plans, identify bottlenecks, and propose evidence-based solutions to ensure timely and quality implementation.
  • Conduct frequent field visits to programme locations to directly monitor activities, provide feedback to staff, and ensure adherence to SOPs.

3. Coordination and Integration (25%)

  • Foster strong integration between CVA, basic needs, markets, and livelihoods components, ensuring that market data transfer values and that beneficiaries are linked to appropriate livelihoods support.
  • Coordinate closely with the MEAL department to ensure robust beneficiary selection, verification, post-distribution monitoring, and data management.
  • Liaise with the Accountability department to ensure feedback and complaints mechanisms are operational and responsive.
  • Maintain regular communication with the FSL Coordinator, providing updates on progress, challenges, and risks.
  • Coordinate with internal departments (HR, Finance, Logistics, Compliance) to ensure timely support for programme activities.
  • Represent GOAL in sector coordination meetings (e.g., FSS, CWG, ERL Cluster) at the field level as delegated by the FSL Coordinator.

4. Team Management and Capacity Building (15%)

  • Directly line manage FSL field staff, including performance management, leave planning, and professional development.
  • Identify capacity gaps within the team and facilitate training on CVA, livelihoods, market assessments, data management, and GOAL’s policies.
  • Ensure the team adheres to GOAL’s Code of Conduct, Child Protection Policy, and Safeguarding protocols.

5. Monitoring, Reporting, and Compliance (5%)

  • Ensure accurate and timely collection, analysis, and reporting of activity data, including beneficiary counts, distributions, market prices, and livelihoods outcomes.
  • Support the development and review of monitoring tools (baseline, endline, PDM, SRI index) in coordination with MEAL.
  • Prepare high-quality internal and donor reports as requested by the FSL Coordinator.
  • Ensure all programme documentation (beneficiary lists, distribution records, vendor contracts, training attendance) is properly filed and archived.
  • Support investigations related to minor infractions by vendors or beneficiaries in line with GOAL’s policies.

Other

  • Perform any other tasks as requested by the FSL Coordinator.

 

Requirements (essential)

  • Bachelor’s degree in Agriculture, Economics, Business Administration, International Development, or a related field.
  • Minimum 5 years of experience in humanitarian programming, with at least 2 years in a managerial role.
  • Proven experience in the following: CVA/MPCA, food security, basic needs, livelihoods/ERMS (SME, graduation approach, market systems, VSLAs).
  • Experience in project management, including work planning, budgeting, and reporting.
  • Strong knowledge of market assessment tools and market-based programming.
  • Fluent written and spoken Arabic.
  • Excellent computer skills (Word, Excel, PowerPoint).
  • Ability to travel frequently to field locations in Syria under sometimes difficult conditions.
  • Commitment to beneficiary accountability, humanitarian principles, and GOAL’s safeguarding policies.

 

Requirements (desired)

  • Previous experience working with GOAL and in GOAL’s target areas in Idleb and Aleppo.
  • Technical certification in CVA (e.g., CaLP) or livelihoods.
  • Good level of English
