GOAL has worked in over 60 countries and has responded to almost every major humanitarian disaster. We are currently operational in 18 countries.

GOAL began operations in Syria in 2013 responding to the acute needs of conflict-affected communities. GOAL's areas of operations include but not limited to Aleppo, Idleb and Lattakia Governorates, and is expanding to new governorates in Syria. Programmes focus on Food and Nutrition Security, WASH, Shelter, Livelihoods/ERMS and Emergency Response with an emphasis on cash and voucher modalities. GOAL Syria implements its programmes directly, with over 500 staff based in Syria, and through Syrian NGO partners. GOAL's programme works at the household and community levels to improve community resilience and household coping strategies.

 

Job purpose:

Provide overall leadership and strategic oversight for logistics functions across the Syria programme, ensuring systems, processes, and resources are fit for purpose, compliant, and aligned with programme needs and GOAL policies.

As logistic Coordinator is the head of department, she/he needs to ensure logistics operations are implemented in line with GOAL manuals, donor requirements, legal obligations, and industry best practice, with appropriate controls, monitoring, and risk mitigation measures in place.

 

Duties, objectives and competencies:

Stores, Stock & Asset Management: Ensure effective inventory control, asset tracking, and stock accuracy through compliant storage, documentation, audit requirement and regular reconciliation processes in accordance with GOAL Logistics Manual while embedding environmental sustainability and waste reduction principles.

Premises Management: Ensure safe, secure, and cost-effective premises management, overseeing maintenance, compliance, and timely resolution of operational and safety issues aligned with organizational standards.

Fleet Management: Provide strategic oversight of fleet operations, ensuring optimal fleet sizing, compliance, safety, and maximised vehicle utilisation and availability in a cost-effective manner aligned with programme needs.

Reporting, Systems & Data Quality: Strengthened logistics reporting systems through accurate data management, trend analysis, and timely reporting to support decision-making, compliance, and grant closure requirements.

Budget Management & Forecasting: Managed logistics budgets and forecasts, monitoring expenditure, identifying risks and implementing corrective actions to ensure efficient resource utilisation.

Other Duties (Leadership & Coordination): Supervise logistics staff, strengthened team capacity, improve system and procedures, and support System director and SMT in enhancing operational efficiency and compliance, Moreover, enhance Coordination with external implementers and stakeholders improving wider coordination. Provide technical support to partner organisations as needed, including support to partner assessments and capacity building. Oversee import and export processes, ensuring required documentation, permits, approvals, and compliance requirements are in place and coordinated in a timely manner.

 

Requirements (essential):

  • Bachelor’s degree in a relevant subject (such as Engineering, Public relation, Business administration, international trade, Supply chain, Logistics etc)
  • At least 5 years previous work experience in logistics,
  • At least 4 years professional experience in INGOs or NGOs.
  • At least 3 years previous experience in team management
  • Proven ability to develop staff and provide training on systems and procedures.
  • Ability to understand and implement organisational and donor policies.
  • Ability to manage and prioritise a varied workload in a in a rapidly changing work environment.
  • Willingness and ability to undertake some travel for work purposes, as required.
  • A flexible approach to work and willingness to take on extra duties, work additional hours or on weekends as required.
  • Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions.
  • Excellent attention to detail.
  • Trustworthy and honest.
  • Fluency in English

Requirements (desired):

  • At least two-year previous work experience as head of department
  • Diplomacy and negotiation skills.
  • Data Analysis skills, including knowledge of Power BI and advanced Microsoft Excel
