General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL’s programming in Turkey is dedicated to the protection and social inclusion of vulnerable and marginalized refugees which specifically targets refugees from nomadic and semi-nomadic backgrounds, as well as seasonal agricultural workers. It addresses protection concerns of these vulnerable groups by raising awareness about their rights, obligations, and available services in Turkey. The project employs a holistic approach that includes sensitization and advocacy activities, targeting key stakeholders and service providers, and delivering Individual Protection Assistance (IPA) and Case management (CM) to enable access to essential social and protective services under the Temporary and International Protection regulations in Turkey, as well as psychosocial support (PSS) aiming to improve the wellbeing of the targeted communities. GOAL’s protection programming is designed to mitigate risks faced by these communities and ensure their access to life-saving services.. Additionally, GOAL conduct regular protection monitoring and provided context updates to service providers, helping them address personal and systemic challenges/barriers faced by refugees in Turkey. These efforts aim to promote resilience, self-reliance, and sustainable change among the targeted communities.

Overview of the role:

The Head of Program Quality and Business Development for GOAL in Türkiye plays a pivotal leadership role, supporting the Country Director (CD) and the Senior Management Team (SMT) in steering the country office’s program strategy and annual planning. This position ensures the development and execution of high-quality, evidence-based and innovative programs aligned with strategic objectives.

In addition to mobilizing resources and fundraising, the role encompasses:

  • Promoting program excellence through a robust MEAL (Monitoring, Evaluation, Accountability & Learning) framework, ensuring data-driven decision-making for program adaptations and impact.
  • Enhancing organizational capacity by mentoring and coaching technical specialists, embedding global standards of program quality across all initiatives.
  • Contributing to strategic leadership by analyzing context, participating in strategic planning, and ensuring alignment with broader country strategies and priorities.
  • Acting as a key bridge between technical program delivery, strategic leadership, and business development — ensuring that program design, funding proposals, and donor relationships are interconnected for sustained effectiveness.

RESPONSIBILITIES

Key Outcomes

  • Improved financial resilience and resource base, reducing reliance on a limited number of donors and expanding engagement with corporates, foundations, and private sector.
  • Increased proposal success rate, with high-quality, evidence-based and innovative submissions aligned to both donor priorities and GOAL’s strategic objectives.
  • An efficient and structured business development system established, supporting proactive identification, capture planning, and pursuit of funding opportunities.
  • Strengthened internal technical capacity through mentoring, coaching, and embedding global standards of program quality across teams.
  • Effective cross-sector integration, ensuring protection, livelihoods, climate, and resilience objectives are mainstreamed into program design and fundraising.
  • Improved visibility and positioning of GOAL Türkiye with external stakeholders, through representation, advocacy, and thought leadership.

Resource Mobilisation & Business Development (≈ 55%)

  • Lead the development and execution of donor engagement and fundraising strategies, ensuring diversification across institutional donors, corporates, foundations, and private sector.
  • Advise on and implement assessments for funding modalities (including CVA and innovative financing) relevant to the Türkiye context.
  • Provide technical review of concepts/proposals to ensure strong design, quality assurance, and compliance with donor requirements.
  • Ensure proactive donor mapping and intelligence gathering, maintaining an updated donor landscape and leading capture planning processes (competitor analysis, SWOT).
  • Drive innovative fundraising approaches, including multi-year development funding, social enterprise models, and climate/green economy financing opportunities.
  • Collaborate closely with GOAL’s global fundraising/business development teams to align positioning and advocacy with organisational strategies.
  • Build high-quality relationships with UN, donors, academic institutions, think tanks, and private sector to broaden the funding base.
  • Support program teams in the use of evidence and learning to design competitive proposals and innovative solutions.
  • Mentor and coach internal staff to strengthen business development capacity across the country office.

 Program Quality, Development & Reporting (≈ 30%)

  • Provide strategic leadership to ensure program quality standards are embedded across all sectors, drawing on SCI’s PDQ model of quality assurance and learning.
  • Lead the process of high-quality donor reporting, ensuring coherence of inputs from technical and field teams.
  • Support the integration of cross-cutting themes (gender, climate resilience, social inclusion, accountability) into proposal development and program design.
  • Strengthen MEAL frameworks, ensuring data-driven decision-making and program adaptation.
  • Provide technical inputs for SOPs, standards, and community-based participatory approaches.
  • Promote knowledge management and learning, ensuring program evidence is shared with national stakeholders and global networks.
  • Build staff capacity in program design and quality assurance through mentorship and technical guidance.

 Representation, Advocacy & Strategic Leadership (≈ 15%)

  • Serve as GOAL Türkiye’s primary focal point for strategic business development and program quality at national and global platforms.
  • Identify, build, and manage partnerships with donors, UN agencies, government authorities, and INGOs to position GOAL strategically.
  • Lead advocacy and thought leadership efforts, promoting GOAL’s expertise in livelihoods, protection, climate resilience, and inclusion.
  • Ensure internal staff remain updated on emerging donor and policy trends, facilitating strategic alignment.
  • Actively contribute to SMT decision-making, providing strategic insight on funding viability and program direction.

QUALIFICATIONS AND EXPERIENCE
Essential

  • Turkish Citizenship.
  • Advanced university degree (MSc or equivalent) in international development, social sciences, economics, business administration, or other relevant fields.
  • Minimum 7–10 years of progressive experience in program quality, business development, and donor engagement in humanitarian and/or development contexts.
  • Demonstrated success in mobilizing and managing large-scale institutional grants (ECHO, BHA, USAID, PRM, FCDO, GiZ, EU, UN agencies, etc.).
  • Proven expertise in program quality assurance including Monitoring, Evaluation, Accountability and Learning (MEAL) systems, program design and strategic planning.
  • Strong experience in proposal development, from concept note to full application, with a track record of winning competitive funding.
  • Excellent representation, advocacy, and external engagement skills with donors, government, UN, corporates and foundations.
  • Strong strategic leadership, analytical and problem-solving skills, with the ability to translate evidence into impactful program design.
  • Demonstrated capacity to mentor, coach and build capacity of staff on program design, donor compliance, and business development.
  • Outstanding written and spoken English; proficiency in Turkish highly desirable.
  • Strong interpersonal and cross-cultural communication skills, with ability to work under pressure and adapt to complex environments.

Desirable

  • Experience in securing resources from corporates, foundations, and private sector actors, particularly in the areas of green economy, climate resilience, and livelihoods.
  • Previous experience in senior leadership roles within an INGO/UN agency, ideally in Türkiye or similar contexts.
  • Strong knowledge of local context, policy frameworks, and stakeholder landscape in Türkiye.
  • Competence in project management methodologies (PMEAL, RBM) and familiarity with digital donor reporting systems.
  • Publications, presentations, or evidence of thought leadership in humanitarian or development programming.
