Role Summary:
The Compliance Manager is responsible for developing, implementing, and maintaining regulatory compliance programs to ensure Heven Aerotech operates in accordance with applicable U.S. and international laws, aerospace industry standards, and government regulations. This role oversees compliance related to export controls, aviation regulations, quality systems, and corporate governance requirements, with a strong emphasis on International Traffic in Arms Regulations (ITAR) compliance. The Compliance Manager partners cross-functionally with Engineering, Operations, Supply Chain, Quality, Human Resources, and Information Technology teams to mitigate regulatory risk, maintain operational integrity, and support secure and compliant business growth within the aerospace and defense sectors.
Essential Responsibilities:
- Develop, implement, and continuously improve company-wide compliance policies, procedures, and internal controls.
- Monitor regulatory requirements affecting aerospace manufacturing, engineering, and technology development.
- Conduct compliance risk assessments and implement mitigation strategies.
- Maintain compliance documentation, audit trails, and regulatory reporting processes.
- Serve as the primary internal authority on International Traffic in Arms Regulations (ITAR) and related export control laws.
- Ensure compliance with ITAR, Export Administration Regulations (EAR), and U.S. Department of State Directorate of Defense Trade Controls (DDTC) requirements.
- Manage export classifications, licensing determinations, Technical Assistance Agreements (TAAs), and export authorizations.
- Oversee access control procedures for controlled technical data and defense articles.
- Develop and enforce technology control plans (TCPs).
- Conduct restricted-party screenings and ensure proper handling of controlled information.
- Provide guidance on foreign national access, data transfers, and international collaborations.
- Design and deliver compliance and ITAR training programs for employees, contractors, and leadership.
- Promote a culture of ethical conduct and regulatory awareness across the organization.
- Maintain training records and certification tracking.
- Lead internal compliance audits and support external regulatory audits and inspections.
- Investigate potential compliance violations and recommend corrective and preventive actions.
- Prepare reports for senior leadership regarding compliance risks and status.
- Partner with Engineering and IT teams to ensure secure handling and storage of export-controlled technical data.
- Support Supply Chain compliance including vendor due diligence and flow-down requirements.
- Advise leadership on compliance risks associated with new products, partnerships, and international expansion.
Qualifications & Experience:
Required:
- Bachelor’s degree in business administration, Legal Studies, Engineering, Aerospace, Compliance, or a related field.
- 5–8+ years of compliance, regulatory, or export control experience, preferably within aerospace, defense, manufacturing, or advanced technology environments.
- Demonstrated experience managing ITAR and export control compliance programs.
- Working knowledge of DDTC regulations, EAR classifications, and U.S. export licensing processes.
- Experience conducting audits, risk assessments, and regulatory investigations.
- Strong understanding of controlled technical data handling and cybersecurity considerations related to export compliance.
- This position may require access to export-controlled technical data and defense articles.
- Applicants must qualify as a S. Person as defined by ITAR (U.S. citizen, U.S. lawful permanent resident, or protected individual under 8 U.S.C. §1324b(a)(3)) or otherwise be eligible to obtain required export authorizations.
- Employment is contingent upon the company’s ability to comply with applicable export control regulations.
Preferred:
- Relevant compliance certification (e.g., CCEP, ITAR/EAR certification).
- Experience supporting aerospace or unmanned systems programs.
- Familiarity with AS9100, ISO quality systems, or FAA regulatory environments.
- Experience working with government contracts or defense customers.
Physical Requirements:
- Ability to work in an office and light industrial/manufacturing environment.
- Ability to sit or stand for extended periods while reviewing documentation and conducting audits.
- Ability to occasionally walk production floors and engineering labs.
- Ability to lift up to 15 pounds occasionally (documents, audit materials, or equipment).
- Visual acuity sufficient to review detailed technical and regulatory documentation.
