2026 Call for Applications: HCRA Board of Directors 

Do you want to make a meaningful difference contributing to the protection of consumers of new homes in Ontario? 

The HCRA is governed by a nine-person Board of Directors, including six elected representatives and three members appointed by the Minister of Public and Business Service Delivery, with a range of experiences in consumer protection, business, and government. The HCRA Board is looking to fill one non-licensee vacancy and is now accepting applications from experienced leaders, with a particular preference for candidates who bring expertise in consumer protection along with financial oversight, information technology, and/or governance expertise, for a position on the Board. 

The position will begin in September 2026 for a full three-year term.

About HCRA 

The Home Construction Regulatory Authority (HCRA) is a not-for-profit corporation designated by the provincial government of Ontario to administer and enforce the New Home Construction Licensing Act, 2017 and associated regulations. The HCRA’s mandate is to protect consumers and support good builders. The HCRA holds licensed builders to professional standards, protects the public interest, and enhances consumer confidence in the homebuilding industry in Ontario. In addition, HCRA strives to educate consumers to ensure that they can make informed decisions and understand the benefits of a regulated homebuilding sector. As one of Ontario’s newest regulators, HCRA is dedicated to providing the highest level of service to everyone they serve. 

Role of the Board 

The HCRA board is responsible for ensuring that the organization’s mandate is carried out effectively and efficiently on behalf of Ontarians. In addition, the board shapes our strategic direction, provides financial oversight, supports outreach and advocacy, and serves as an ambassador for the HCRA and our mission. 

The Board will strive to reflect the diversity of Ontario, with an inclusion lens applied to consider gender, race, age, geographical representation, accessibility, language and other diversity criteria. 

To Qualify 

We are seeking a qualified individual to join our Board of Directors. Ideal candidates will bring a strategic, governance-focused approach to their roles, demonstrating a commitment to proactive consumer protection, excellence in participation, and a willingness to support the HCRA’s statutory mandate, mission, vision, and values. 

In this recruitment, the Board is particularly interested in candidates who bring knowledge and experience in one or more of the following priority areas: 

  • Consumer Protection: Experience in consumer advocacy, redress mechanisms, public education on consumer rights, or regulatory frameworks that protect consumer interests. 
  • Financial Oversight and Planning: Experience in audit, financial planning, investment, accounting, risk management, or compliance, particularly in an oversight or supervisory capacity. 
  • Information Management and Technology: Experience providing strategic oversight of technology and information management at the board or senior leadership level, including areas such as IT governance, cybersecurity risk, data strategy, and the responsible adoption of emerging technologies including artificial intelligence. 
  • Governance: Expertise and knowledge of board governance best practices such as fiduciary duties, policy development, executive oversight, risk management and regulatory or not-for-profit governance frameworks. 

Candidates who bring strength in more than one of these areas are especially encouraged to apply. 

In addition to these priority competencies, we welcome individuals with a broad spectrum of knowledge and experience in areas such as risk management, strategic planning, licensing, and regulatory sectors, to complement the existing strengths of our Board.

At a minimum, to be eligible for election, Directors must: 

  • Be eighteen (18) years of age or over. 
  • Not be an undischarged bankrupt. 
  • Not be a current HCRA licensee. 

Interested candidates are also encouraged to review the “Schedule D – Code of Conduct for Directors” (found in the HCRA Administrative Agreement linked below), which outlines the board’s fiduciary roles, responsibilities, and key expectations, including guidelines for avoiding and disclosing conflicts of interest and keeping information confidential.

Commitment 

Directors are elected for a term of up to three years. There are ten to twelve scheduled Board and Committee meetings per year. Directors receive per diems for meetings attended and reimbursement for all reasonable out-of-pocket expenses related to board and committee work subject to HCRA’s policies. 

Selection Process 

The Governance and Nominating Committee, composed of board members, will review the applications, and interviews may be conducted if required.
