Who we are looking for:

Horizon Industries, Limited is seeking a highly motivated and experienced Portfolio Manager to lead our Defense Logistics Agency (DLA) team. The successful candidate will be responsible for managing and overseeing the portfolio of contracts supporting DLA to ensure efficiency, compliance, and the successful execution of contracts that support the mission and goals of the DLA.

What your day-to-day will look like / Duties:

Contract Management:
  • Manage and oversee the entire contract lifecycle from initiation to completion for all of Horizon’s DLA contracts.

  • Ensure that all contractual obligations are met and that contracts are executed in accordance with DLA policies and federal regulations.

  • Monitor contract performance and address any issues or discrepancies in a timely manner.

  • Maintain accurate and comprehensive contract records and documentation.

  • Conduct regular audits and assessments to identify and mitigate potential risks.

  • Develop and implement risk management strategies to ensure performance of the contract portfolio.

  • Stay informed of changes in regulations and industry standards that may impact contracts and DLA objectives.

Portfolio Oversight:
  • Oversee a diverse portfolio of contracts, ensuring that each contract’s performance aligns with DLA’s objectives.

  • Analyze contract data and metrics to identify trends, risks, and opportunities for improvement.

  • Manage the recruitment of staff for all contracts in the portfolio.

  • Manage subcontracts and subcontractor performance.

  • Develop and implement strategies to optimize contract performance and achieve cost savings.

Stakeholder Engagement:
  • Collaborate with internal and external stakeholders to ensure the successful execution of contracts.

  • Serve as the primary point of contact for contractors, clients, and other stakeholders.

  • Build effective relationships with all stakeholders.

  • Provide guidance and support to project managers and other team members on contract-related matters.

  • Oversee all staff management activities, working with project managers/leads to maintain high levels of staff retention and morale.

  • Facilitate communication and collaboration between stakeholders to resolve any issues or conflicts.

Reporting and Analysis:
  • Generate regular reports on contract performance, compliance, and other key metrics.

  • Analyze data to provide insights and recommendations for improving contract management processes and outcomes.

  • Present findings and recommendations to senior leadership and other stakeholders as needed.

Personnel Management:
  • Manage all task order project managers in their work of project management.

  • Regularly meet with project managers to discuss contract and personnel performance.

Business Development:
  • Work with potential DLA clients and other contractors on the following activities to increase Horizon’s chances of winning contracts and achieving long-term success:

    • Opportunity Research

    • Relationship building

    • Proposal development

    • Marketing

    • Client engagement

    • Positioning for recompetes of existing contracts

What we would like to see on your resume / Required Skills:

Qualifications:

Education

  • Bachelor’s degree in business administration, contract management, supply chain management, or a related field is required.

  • Master’s degree or professional certifications (e.g., PMP) are highly desirable.

Experience

  • Minimum of 10 years of experience in project and contract management, IT project performance, or a related field.

  • Experience managing a diverse portfolio of contracts within a defense environment or federal agency is required, preferably at DLA.

Skills and Competencies

  • Strong knowledge of federal contracts and solicitation procedures and strong familiarity with the FAR and other relevant regulations and policies.

  • Excellent analytical and problem-solving skills.

  • Strong communication and interpersonal skills, with the ability to engage and collaborate with stakeholders at all levels.

  • Detail-oriented with strong organizational and time management skills.

  • Proficiency in contract management software and other relevant tools and technologies.

  • Ability to travel (Battle Creek, MI, Columbus, OH, Richmond, VA and possibly other places.  Approximately 3-4 times per year).

  • Ability to work from Horizon’s office in Vienna, VA (Once a week).

Salary Range: $150,000- $180,000. There are various factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, education, certifications, and competencies that align with the specified role, as well as contract provisions regarding labor categories that are specific to the position.
