Who we are looking for:
Horizon Industries is seeking a Deputy Portfolio Manager (DPfM) to support a major component of the company’s federal government operations. The DPfM serves as the hands-on coordinator for the multiple task orders (TO) in the DLA portfolio and assists the Portfolio Manager (PfM) in working with the several Government Contracting Officers (KO), Contracting Officer Representatives (COR), task order-level Project Managers, and their respective Program Management Offices. Under the guidance of the PfM, the DPfM is responsible for ensuring that the portfolio teams are appropriately staffed, TO schedules and milestones are met in a timely manner, subcontractors are appropriately managed, and Portfolio metrics are reported accurately.
Key Responsibilities
This role is ideal for a seasoned professional with extensive experience in DoD contracting, performing:
- Portfolio Operations Management
- Monitor TOPM’s performance in meeting DLA goals and objectives, and provide the PfM situational awareness of potential issues and risks
- Participate in DLA weekly, monthly, and ad-hoc TO reviews and other meetings
- Support the PfM to develop portfolio status reporting to Horizon corporate officers
- Manage SharePoint Knowledge Mgmt repositories
- Personnel Management
- Prepare staffing requisitions, review resumes for screened candidates, participate in interviews, and make hiring recommendations.
- Coordinate with corporate staff to ensure successful Horizon onboarding activities
- Coordinate with TOPM’s to ensure successful DLA onboarding activities
- Monitor Portfolio teams’ compliance with timesheet recording, performance evaluations (including recommendations for promotions and/or recognition), annual training requirements, and other HR policies.
- Contract Management
- Monitor the portfolio’s prime, subcontract, and CTA awards, modifications, and POPs
- Maintain subcontractor and consultants’ direct labor burn metrics and coordinate with their representatives to resolve issues.
- Review invoices and ensure they comply with subcontract/consultant agreements.
- Business Development
- Support business opportunity reviews and capture management activities.
- Support proposal development and rainbow reviews.
- Maintain the portfolio’s past performances and CPARS archive.
Qualifications
- Ten (10) years of management or other relevant experience, with progressively higher responsibility in the public and/or private sector in the IT and/or consulting fields.
- Five (5) years of project leadership experience with progressively increased responsibility in the public and/or private sector within the IT and/or consulting fields.
- Experience working with DoD, or specifically DLA, contractor teams
Certification: Must have Project Management certification (e.g., Project Management Professional (PMP) Certification, other equivalent nationally recognized certification).
Education: BS in an IT field or four (4) additional years of related IT experience.
Citizenship & Clearance: Must be a US citizen. Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3).
Location: Horizon is headquartered in the heart of Tyson’s Corner, VA. This position is a hybrid. (Wednesdays in person) Occasional travel may be required.
Salary: There are various factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, education, certifications, and competencies that align with the specified role, as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is: $125,000-$145,000
Additional Preferred Skills / Additional Relevant Experience:
- Experience managing one or more teams with a combined 50+ staff, and strong verbal and written communication skills for engaging with clients and cross-functional team collaboration
- Experience implementing software and/or system solutions across large and complex organizations.
- Proficient in developing and maintaining an integrated master schedule in MS Project.
