The pay range for this position is: $200,000-$215,000 + Performance-Based Incentive

Who We Are Looking For

We are seeking a senior capture manager to join our business development team. This role is pivotal in driving our company's growth through innovative technological solutions and strategies. The ideal candidate will be a forward-thinker with a passion for technology and a proven track record of capturing federal business opportunities.

Key Responsibilities

Collaborate with business development and client delivery resources to lead the pursuit of new business opportunities. Key responsibilities include the following:

  • Capture planning: Work with business development resources to qualify potential opportunities. Hold periodic bid reviews, culminating in final bid/no bid review at RFP/Q release. Once qualified, build capture plans to outline activities that target capture of the opportunity.
  • Competitive analysis: Lead analysis of likely competitors for targeted opportunities. Assess market position, client engagement, and technical capabilities to determine strengths and weaknesses of the competitive field. Outline and lead execution of activities to gather additional intelligence and identify potential Horizon advantages.
  • Partner engagement: Lead discussions with potential teaming partners for opportunities. Determine prime/sub arrangements and identify work share and specific assignments. Coordinate with partners on ongoing information gathering and support for solution development and proposal assignments.
  • Client relationship: Identify roles and responsibilities with the targeted client community, evaluate potential influence over targeted opportunities. Collaborate with internal business development and partner resources to set and execute call plans for the targeted community. Identify and qualify potential hot buttons and win themes.
  • Solution development: Lead corporate and client delivery staff in the preparation of technical and management approaches to targeted opportunities. Identify solution features that address competitor weaknesses, Horizon strengths, and client concerns. Work with the Horizon financial team to define pricing strategy.
  • Proposal planning and execution: Work with proposal management staff to plan proposal preparation and execution. Define a win strategy and identify win themes for the proposal. Set proposal development strategy, including technical outline, page allocation, and writing assignments. Work with the proposal development team to tune and refine the proposal. Lead responses to comments provided during proposal and finalize proposal package.
  • Post proposal support: Work with assigned client delivery teams to prepare for project execution. Explain proposal commitments, staffing strategy, and known client concerns
  • Team Leadership: Lead and mentor a team of technology and growth professionals. Foster a collaborative and high-performance culture within the team.

Required Qualifications

  • Education: A bachelor's degree in a technical field is required. An advanced degree (MS or equivalent) is preferred.
  • Experience: Minimum of 10 years of experience in a senior leadership role, with a focus on technology and growth initiatives. Proven track record of opportunity pursuit and capture in the federal government domain.
  • Skills:
    • Strong strategic thinking and analytical skills.
    • Excellent communication and interpersonal skills.
    • Proven ability to lead and motivate a diverse team.
    • Deep understanding of emerging technologies and market trends.

  • Market Knowledge: In-depth knowledge of US federal government mission/operations, IT platforms, and acquisition strategies.
  • Communication: Excellent communication skills, both verbal and written. Ability to articulate and document complex technological concepts in a clear and concise manner. Strong interpersonal and presentation skills.
