Who we are looking for: 

IDEAS is the Defense Information Systems Agency’s Appian-based contract writing system, hosted in the Impact Level 5 Appian Government Cloud. The current production system (IDEAS O&M) connects to an Oracle database, and IDEAS Next Generation (NG) is being built in separate Appian Government Cloud environments to modernize DISA’s telecommunications contracting.

The Database Administrator supports both. For IDEAS O&M, this role owns Oracle database administration, security, and outage response. For IDEAS NG, this role supports data design and the migration of legacy contract data into the new system, working with the Appian data layer, which may include Appian Cloud’s native MariaDB data source.

 

What your day-to-day will look like / Duties:

• Performs a variety of routine project tasks applied to specialized information assurance problems. 
• Tasks involve integration of electronic processes or methodologies to resolve total system problems, or technology problems as they relate to IA requirements. 
• Analyzes information security requirements.
• Applies analytical and systematic approaches in the resolution of problems of workflow, organization, and planning. 
• Provides security engineering support for planning, design, development, testing,
  demonstration, and integration of information systems.

Responsibilities

• Install, maintain, and tune the Oracle database instances supporting IDEAS, in coordination with the hosting provider and DISA database administrators
• Define and maintain database security standards, and manage database access
• Lead troubleshooting of database-related outages, and monitor and manage disaster recovery services
• Analyze "worst actor" database processes, structures, and configurations, and provide concise, actionable recommendations that consider the simplest solutions first
• Test Oracle security patches and version upgrades, and make required configuration updates in coordination with the ISSO
• Create and deploy database scripts for each IDEAS release, and maintain refresh schedules that identify agency interdependencies
• Validate database security posture against ACAS and HBSS results, complete Oracle Database STIG checklist reviews, and apply IAVA patches
• Coordinate through Enterprise Change Requests where DISA or the hosting provider controls database components
• Support IDEAS NG data design with the Appian development team, including database schemas delivered each sprint and the data models behind Appian record types
• Analyze, map, script, and validate the migration of legacy contract data from IDEAS O&M into IDEAS NG, including support for the Government’s legacy contract migration strategy and migration utility
• Support data integration between IDEAS and connected systems, including the Data Integration layer that stores its data schemas in the IDEAS database

Required Qualifications

1. 5+ years as a production Oracle Database Administrator on a currently supported Oracle release
2. Advanced SQL and PL/SQL, and working knowledge of MySQL or MariaDB SQL
3. Oracle backup and recovery using RMAN, and performance tuning using AWR and ASH
4. Hands-on data migration experience, including source-to-target mapping, transformation scripting, and reconciliation of migrated records
5. Oracle Database STIG implementation in a DoD Risk Management Framework environment
6. Experience on at least two projects in a large organization administering, operating, maintaining, and securing a large-scale database

Preferred Qualifications

• Oracle high availability experience, including RAC and/or Data Guard
• Experience with Appian data stores, Appian record types and data sync, or connecting external databases to Appian Cloud
• Experience with databases in managed cloud environments (e.g., Appian Cloud, AWS GovCloud, Amazon RDS)
• Prior DISA or IDEAS experience
• Oracle Certified Professional (OCP)

Splunk or comparable log analysis tools
