Clearance Required: Active Secret Clearance preferred; must be able to obtain Secret
About the Opportunity
Inalab has an immediate opening for a Senior Product Manager on our contract with the Department of State (DOS) Office of Policy, Planning, and Resources for Public Diplomacy (R/PPR) to coordinate and gather business needs for the development of contact relationship, program management, planning and events applications that support improved, strategic public engagement for the Department of State.
Essential Responsibilities
Duties include:
- Coordinates the execution of an agile software development process to support a range of IT applications that support contact management, events management, strategic planning, monitoring and reporting on Department of State public diplomacy programs.
- Develops and executes project plans, including identifying project goals and milestones, managing timelines, and monitoring progress in terms of plans versus actual results.
- Coordinates and oversees qualitative and quantitative research to understand user needs. Interacts with senior decision makers to understand business requirements, constraints, and policy implications of implementing new technology solutions to meet user needs.
- Advises and assists with platform governance, providing technical advice for data management standards, user access, and new feature development and prioritization.
- Coordinates and performs testing and prototyping of new capabilities within R/PPR-managed IT platforms.
- Manages engagements with system stakeholders, gathering feedback and inputs through periodic meetings and communications. Proposes, drafts, and coordinates inputs on critical user communications related to system use, features, and limitations, including, but not limited to, release notes, newsletters, and in-system user updates.
- Develops plans and requirements for integrating AI and other innovative solutions, gathering stakeholder inputs, refining needs, and reviewing design approaches to identify solutions that best meet user needs.
- Provides expert advice on best practices so that R/PPR can meet and advance the most important current and emerging needs of the organization and its partners; and makes recommendations for continuous improvement, risk and cost reduction, and alignment with Bureau goals. Coordinates activities with other Information Technology organizations and specialists within the Department, and other federal agencies.
- Ensures platforms comply with all departmental and USG regulatory guidelines and requirements.
Required Skills:
- Exceptional communication skills, with fluency in communicating technical information to non-technical audiences and modeling user-centered design principles.
- Ability to work on complex projects within a multidisciplinary team.
- Ability to work flexibly and efficiently in a rapidly changing environment.
- Ability to approach problems analytically and holistically, considering the individual problem and the impact on the larger system
- Strong ability to focus on and understand the needs of clients, as well as build and maintain strong working relationships.
- Eight or more years of relevant professional experience, including:
- Working in international contexts
- Project management experience
- Working in an agile software development process for cloud-based technologies
- Coordinating the work of software developers and functional analysts
- Knowledge and application of strategic planning processes and monitoring and evaluation
- Experience working with AI and other emerging technologies and their applications to business processes in order to design systems that perform and apply human-like intelligence functions
- Experience overseeing software development within the Salesforce ecosystem of tools
- Ability to obtain and maintain a security clearance at the Secret level
- A Bachelor’s Degree is required.
