Job Description

We are seeking a Microelectronics Portfolio Analyst with experience supporting DoD acquisition, technical analysis, capability development, or technology portfolios involving systems enabled by microelectronics. This role operates within a senior-level DoD organization supporting technical assessments, acquisition strategy, and decision making across a broad portfolio of military capabilities.

You will assess existing and emerging technologies, identify technical and programmatic issues, evaluate options, and develop recommendations for senior Government decision makers. Relevant technical backgrounds may include radar, avionics, communications, computing and data systems, guidance systems, space systems, industrial systems, or other military capabilities that depend on advanced microelectronics.

The ideal candidate does not need to be a semiconductor device designer. We are looking for someone who can understand complex technical issues, work across acquisition and operational organizations, and turn technical information into clear decision products and actionable recommendations.

This is an onsite, face-to-face position.

Key Responsibilities

• Assess technologies, systems, and military capabilities that depend on microelectronics and related enabling technologies.
• Conduct technical and programmatic assessments and develop recommendations for senior Government decision makers.
• Support development of strategies for technology access, acquisition, integration, modernization, and transition.
• Develop and coordinate technical reports, briefings, read-aheads, information or policy papers, and action packages for senior Government officials.
• Work technical and programmatic issues from initial tasking through coordination and resolution, integrating inputs from Government, technical, acquisition, operational, and industry stakeholders.
• Evaluate competing technical approaches, risks, dependencies, schedules, and other factors affecting capability development and acquisition.
• Support portfolio-level planning and analysis across multiple programs, technologies, and organizations.

Basic Qualifications

• Experience serving in an action officer, program analyst, portfolio analyst, acquisition, or comparable staff role within OSD, Joint Staff, a Military Service, Defense Agency, or similar headquarters environment.
• Experience conducting technical assessments and translating technical information into recommendations or decision products for senior leadership.
• Technical or acquisition experience involving microelectronics-enabled systems such as radar, avionics, telecommunications, computing, guidance, space systems, or comparable military technologies.
• Knowledge of the DoD Adaptive Acquisition Framework (AAF) and either JCIDS or PPBE processes.
• Strong technical writing, briefing, coordination, and analytical skills.
• High school diploma or GED.
• US Citizen.
• Active DoD Top Secret clearance with SCI access.

Preferred Experience

• Experience supporting microelectronics, semiconductor, trusted technology, or related defense technology portfolios.
• Experience evaluating technology-access, availability, industrial-base, or supply-chain considerations affecting military capabilities.
• Experience supporting capability portfolio management, technology modernization, or acquisition strategy.
• Experience working directly with GO/FO/SES or other senior Government officials.
• Experience integrating technical, acquisition, operational, and programmatic information from multiple organizations into executive-level decision products.
• Technical experience with radar, communications, avionics, computing, space systems, guidance systems, or other electronics-intensive military capabilities.
