About the Position 

At Instiglio, we believe in building stronger public institutions to tackle some of the world's most pressing challenges. The Government Effectiveness Network (GEN) brings together a community of changemaker public servants and inspires them to address structural challenges in their institutions through a transformative journey that equips them with the tools, networks, and mentorship needed to incubate transformative initiatives that drive sustainable impact and strengthen governance systems.  

GEN is designed to empower public servants who join as "champions" embarking on a structured journey that begins with intensive capacity-building workshops and progresses to developing solutions to government challenges through mentorship from seasoned experts and peer collaboration opportunities. Throughout the process, champions address pressing issues within their institutions, co-create practical strategies and, and implement innovative strategies to enhance government effectiveness. 

We are seeking a Community Manager to oversee and enhance the experience of GEN participants (approximately 30–50 public servants) throughout their journey. This is a fixed-term contract for an initial duration of 5–6 months, with the possibility of extension based on the success of the initiative. The position is remote but requires the candidate to be based in Uganda and available for meetings or events held within the country. 

How You Will Make an Impact 

As a Community Manager, you will play a vital role in fostering a vibrant, collaborative, and engaged community of GEN participants. You will manage communication across multiple platforms, ensure a meaningful and high-quality participant experience, and build networks and partnerships that support public servants' growth and effectiveness. 

Specific Responsibilities 

  • Community Engagement 
    • Build and maintain an active and inclusive GEN community, encouraging collaboration and engagement across online platforms (e.g., LinkedIn, GEN's webpage, and forums) and through in-person activities. 
    • Coordinate communication across platforms like WhatsApp, Slack, or others to keep participants connected and informed. 
    • Organize engaging community events such as webinars, networking meetups, and informal gatherings. 
    • Manage communication between champions and their advisors and foster organic participation by encouraging GEN participants to share their experiences and contribute to blogs, webinars, and events. 
    • Amplify GEN's presence and engagement through strategic communication on social media and other public forums. 
  • Program Management 
    • Oversee the organization and quality of GEN journey activities, including masterclasses, coaching sessions, and tailored support to participants. 
    • Facilitate and manage major GEN events such as the launch ceremony, milestone celebrations, and closing events. 
    • Monitor participants’ progress and gather feedback to improve the program experience. 
    • Provide participants with exclusive resources, such as newsletters, scholarship mappings, and tailored knowledge products. 
  • Content & Partnerships 
    • Collaborate with the Instiglio team based in Nairobi to co-design the GEN initiative and ensure its success. 
    • Work closely with the local and international teams to develop high-quality content, such as knowledge resources and government effectiveness tools. 
    • Partner with the Nairobi-based team to build and maintain strategic partnerships that support GEN activities, including tailored accompaniment sessions, workshops, and community events. 
    • Coordinate online learning opportunities, featuring participants as speakers, in alignment with the broader GEN vision. 

Background and Skills 

  • Education: A degree in Communication, Public Administration, International Relations, Law, Economics, Management, or related fields. 
  • Experience: 
    • At least 5 years of experience in community engagement, program management, or communication-focused roles.
    • Proven ability to build and maintain networks, especially in the public sector or development space.
    • Demonstrated success in creating active, collaborative communities and fostering engagement across platforms.
    • Experience managing communication strategies and growing a following on social media or other forums. 
  • Skills: 
    • Exceptional communication and intercultural abilities, both written and verbal. 
    • Strong organizational and project management skills. 
    • Proficiency with community management tools and engagement platforms (e.g., Slack, WhatsApp, social media). 
    • Ability to create and execute strategies for in-person and online community building. 
  • Languages: Fluency in English and Swahili is required. 

Performance Indicators 

  • Engagement: Percentage of participants actively engaging across activities and platforms. 
  • Satisfaction: Average ratings from participant surveys about events and the overall journey. 
  • Community Impact: Number of blogs, articles, and webinars contributed by participants and alumni. 
  • Growth: Development of partnerships and the expansion of GEN’s presence online and offline. 
  • Innovation: Frequency of participant-led initiatives and organic community activities. 

Working Model 

  • This is a contract-based role for an initial duration of 5–6 months, with the potential for extension based on the success of the initiative. 
  • We expect the Community Manager to begin in February, with the possibility of part-time engagement in February and March before transitioning to full-time. 
  • The role is remote but requires the candidate to be based in Uganda and available for meetings or events held within the country. 
  • We are open to considering candidates with an availability of 70–100% commitment during the contract period.
