About the Position

The Government Effectiveness Network (GEN) brings together and inspires public servants to address structural challenges in their institutions through a transformative journey that equips them with the tools, networks, and mentorship needed to incubate transformative initiatives that drive sustainable impact and strengthen governance systems.
GEN is designed to empower public servants who join as "champions" embarking on a structured journey that begins with intensive capacity-building workshops and progresses to developing solutions to government challenges through mentorship from seasoned experts and peer collaboration opportunities. Throughout the process, champions address pressing issues within their institutions, co-create practical strategies and, implement innovative strategies to enhance government effectiveness.
We are seeking a Learning and Development (L&D) Specialist to identify and design training programs for GEN participants, ensuring they are equipped with the knowledge and skills needed to address critical challenges in governance and public service. Your work will be pivotal in enabling GEN champions to develop solutions that drive meaningful and lasting change in their institutions. This is a fixed-term contract position for an initial duration of 4 months, with the possibility of extension based on program needs. This position is remote, with a preference for candidates based in Kenya or Uganda, as occasional in-person collaboration or meetings within the region may be required.
How You Will Make an Impact
As a Learning and Development Specialist, you will play a pivotal role in shaping the success of the Government Effectiveness Network (GEN). By identifying training needs, designing effective learning strategies, and guiding the development of high-quality training materials, you will ensure that GEN participants—public servants committed to driving change—are equipped with the knowledge, skills, and resources to tackle complex governance challenges. Your strategic guidance will enhance the learning journey for champions, empowering them to develop innovative solutions, implement impactful initiatives, and contribute to strengthening public institutions and governance systems.
Specific Responsibilities
- Carry out a training needs assessment to identify training needs.
- Attend design meetings with the Instiglio GEN team and government officials to understand the training needs and knowledge gaps of champions.
- Analyze findings from meetings and provide recommendations on priority training areas and strategies to address identified gaps.
- Support the design and delivery of the GEN’s learning modules.
- Collaborate with the web developer to support the setup and optimization of the Learning Management System (LMS).
- Advise on best learning strategies, methodologies, and techniques to ensure the program is engaging, impactful, and accessible.
- Provide strategic input on course structure, delivery formats, and integration of learning technologies.
- Content development.
- Gather, organize, and refine course content with input from the Instiglio team and subject matter experts. Work closely with local and international partners to co-develop and customize training materials, ensuring alignment with local contexts and program objectives.
- Create high-quality resources, such as multimedia (videos, presentations, and interactive tools), assignments, surveys, etc. and monitor and evaluate the effectiveness
- Upload and manage content on the LMS, ensuring accessibility and regular updates.
- Advise subject matter experts on effective delivery techniques for their materials, ensuring clarity and relevance for participants.
- Provide strategic direction on the creation of training materials, including guidelines on structuring content, learning objectives, and instructional methods.
Background and Skills
Education:
- A degree in Public Administration, Public Policy, International Relations, Law, Economics, Management, or related fields.
Experience:
- 3+ years in learning and development, instructional design, capacity building, or related fields targeted towards mid-career professionals.
- Demonstrated experience working with mid- to senior-level government executives, preferably within the African context, with a strong preference for experience in Uganda.
- Experience in governance, public sector reform, or international development is considered a plus.
- Proven ability to design and deliver impactful training programs for diverse audiences.
- Familiarity with Learning Management Systems (LMS) and e-learning platforms is a strong advantage.
- Experience collaborating with cross-functional teams, mentors, or subject matter experts to develop training content.
- Strong background in facilitating workshops, conducting needs assessments, and providing strategic guidance on learning strategies.
Skills:
- Excellent communication and interpersonal skills to engage with diverse stakeholders, including government officials and program partners.
- Strong organizational and project management abilities to handle multiple priorities effectively.
- Analytical thinking to assess training needs and evaluate program effectiveness.
- Creative problem-solving skills to design innovative learning solutions
- Technological proficiency, including familiarity with online learning tools and resources.
Languages:
- Fluency in English and Swahili is required.
Performance Indicators
- Training needs assessment: Completion of detailed training needs assessments based on meetings with the Instiglio GEN team and government officials, providing clear and actionable recommendations to address identified knowledge and skills gaps.
- Learning management system (LMS) setup: Effective collaboration with the web developer to set up and optimize the LMS for seamless participant access and use, incorporating innovative and user-friendly learning strategies and tools.
- Content development support: Timely delivery of strategic guidance to subject matter experts for the development of high-quality course content and successful collaboration with partners and experts to create comprehensive, practical, and engaging training materials.
- Participant engagement and impact: High levels of engagement from participants during training sessions and collaborative activities, with demonstrable improvement in their capacity to address institutional challenges and implement innovative solutions.
- Satisfaction: Average ratings from participant surveys about the relevance of the training and the overall journey.
Working Model
- This is a fixed term contract for an initial duration of 4 months, with the potential for extension based on program needs.
- The Learning and Development Specialist is expected to begin in February, working full-time for the first two months before transitioning to a part-time role.
- The role is remote but requires the candidate to be based in Kenya or Uganda and available for meetings or events held within the country.
- We are open to considering candidates with an availability of 70–100% commitment during the contract period.
