A core contributing factor to the influence Instiglio has had thus far includes our collaborative, highly skilled and diverse team. We are a team of 100+ people, representing 15+ nationalities, with offices in Colombia, Kenya, Morocco, Mauritius and the USA. Our team of practitioners has extensive development and government experience, including previous roles in international development banks, management consulting, national governments, multilateral agencies, INGOs and academia.
Our Impact Journey
Instiglio is an international non-profit organization with offices in Kenya, Morocco, Colombia, Peru, Mauritius, and the United States that empowers organizations to improve the impact of social programs in low- and middle-income countries by designing and implementing Results-Based Financing (RBF), innovative finance, and Performance Management systems. Since 2012, Instiglio has worked with social and public leaders in over 70 organizations (at varying levels of expansion and growth) and in over 30 countries across Africa, Latin America, and South-East Asia.
Instiglio has designed and implemented over 60 projects to improve outcomes across the 17 Sustainable Development Goals, including clean water and sanitation, socio-economic growth, workforce development, education, women's and girls’ economic empowerment, global health, governance, and institutional strengthening. Organizations we work with include bilateral donors (e.g., USAID, the Millennium Challenge Corporation, FCDO), multilateral organizations (e.g., World Bank, United Nations bodies, such as UNHCR and UNICEF), foundations (e.g., Conrad N. Hilton Foundation, UBS Optimus Foundation, IKEA Foundation), government agencies and ministries (e.g., governments of Kenya, Colombia, Peru, Egypt, Morocco), high-impact service providers (e.g., Living Goods, Village Enterprise, Educate Girls), and research organizations (e.g., Center for Global Development, Harvard University, Ecorys, Brookings).
We have a growing portfolio of projects in Uganda and as part of our commitment to driving development in the country we are opening a new office in the country in 2025. We are seeking to recruit a small team in Kampala to spearhead our on-the-ground stakeholder relationships and to ensure our delivery is sustainable and locally owned. The team will be closely supported by our Africa Senior Leadership, with regular remote and in-person support from our Nairobi-based leadership team. It is also anticipated that there will be occasional travel to Nairobi to engage with the wider Instiglio team.
Description of the project
With support from funding partners, Instiglio’s Kenya office has been working since January 2024 to support relevant Government of Uganda (GoU) stakeholders in adopting innovative finance opportunities to promote effective and sustainably financed safe water services in rural areas. In response to core barriers identified within the rural safe water sector in Uganda, Instiglio has proposed the Delivery Accelerator (DA), a financial vehicle with tailored results-based methods. The DA aims to i) bridge the finance gap in the rural safe water sub-sector through innovative financing, ii) support the operationalization and effectiveness of Uganda's rural safe water Operations & Maintenance (O&M) Framework, and iii) deliver more accountable results in the rural safe water sub-sector.
Instiglio is now designing the early working model of the DA, through the following key activities:
- Construct a preliminary design of the financial vehicle: Instiglio is leading the technical design components of the Delivery Accelerator with a keen understanding of both the legal and financial protocols of the GoU and potential funders. We are defining and constructing key structural parameters of the DA, such as its legal framework, scope, and performance elements necessary for success. A prototype is being created based on feedback and collaborative co-design efforts with the GoU and other key Ministry of Water and Environment (MWE) stakeholders. The design will be further informed by relevant legal and financial regulations, as well as by case studies and lessons learned from district-level piloting of performance-based contracts (see below). Insights from other financial vehicles and experiences in East Africa, particularly in the rural safe water sector, will be incorporated to ensure the design is tailored to the local context and addresses operational challenges. This will require extensive engagement with stakeholders both nationally and sub-nationally.
- Performance management strategy: Instiglio is co-designing a performance management strategy for the rural safe water sub-sector with Uganda's MWE and other stakeholders. This strategy intends to unify efforts, enhance accountability, embed a performance culture, enhance service delivery, and improve stakeholder capacity in the sub-sector. Instiglio is designing key performance indicators across the rural safe water value chain, as well as governance, measurement, and verification methodologies, in line with government priorities.
- Performance contracts: Instiglio will support MWE in designing and implementing performance contracts between selected districts in Uganda and service providers, in line with the performance management strategy. These contracts will incentivize results in the sub-sector and develop lessons for the scaling of Uganda's O&M Framework across the country.
How you will make an impact

As an Analyst at Instiglio, you will gain expertise in a range of innovative approaches that support public institutions, funders and other development partners to improve their social and environmental impact across a range of sectors. In terms of sector expertise, Analysts are generalist positions that provide an opportunity to work across sectors, exploring different topics including but not limited to education, health, climate, migration, workforce development, livelihoods, and water and sanitation.
Analysts at Instiglio support project teams in guiding internal and external stakeholders through difficult, yet important, changes to their operations by translating complex concepts into understandable insights. You will play a crucial role in the execution of projects working in teams composed of a Project Lead, Project Manager(s), Senior Associates, and fellow Associates and Analysts. You will also get to develop and hone your people management skills by guiding Analysts and Interns working under you to deliver high-quality services.
Some of your tasks will include:
- Contributing to the execution of change management plans for clients and stakeholders across sectors, and in the creation of proposals for clients, using clear communication.
- Conducting literature reviews and synthesis of the findings.
- Executing qualitative and quantitative data analysis.
- Describing and interpreting graphs, analyzing data and applying statistical concepts (e.g. mean, SD, regressions) to draw actionable insights/hypotheses.
- Supporting the team in preparing deliverables and high-quality presentations for clients.
- Analyzing and understanding all the dimensions of RBF including economic and complex technical concepts.
- Contributing to the development and improvement of our RBF and Performance Management services.
- Engaging with stakeholders and counterparts in Uganda as representatives of Instiglio.

Our ideal candidate will need to meet the following requirements:
- Experience
- Bachelor’s degree in a relevant field with at least 2 years of relevant experience.
- Experience in performance management and results-based financing (RBF) are an added advantage but not a mandatory requirement.
- Education
- Bachelor's degree holder in Social Sciences, Economics, Statistics, Development Studies, Public Policy, Political Science, Business, Engineering or related fields. Master’s degree is preferred.
- Language skills
- Exceptional written and oral communication skills in English.
- Skills
- Highly analytical with excellent numerical accuracy.
- Proficiency in Microsoft Office suite applications (Excel, PowerPoint and Word) or Google Workspace (Google Drive, Docs, Sheets, Forms, etc.).
- Ability to synthesize technical information into simple concepts and analyze information critically.
- Ability to work independently.
- High organizational skills and attention to detail.
- A team player attitude and enthusiasm for relational work with clients.
- Passion for international development.

Working model and benefits
The selected candidate(s) will be based in our new Kampala office (with the possibility of remote work prior to office setup). Instiglio has adopted a hybrid working model i.e., a minimum of two (2) days a week at the office for face-to-face connections.
