Who we are

Instiglio’s mission is to build public institutions that truly work for societies and the planet. We exist to unlock the potential of public institutions — not by chasing marginal gains, but by reimagining and rebuilding them from the inside out.

We partner with governments and development actors (e.g., the World Bank, FCDO, Hilton Foundation) to align public funding with measurable outcomes and strengthen the systems, incentives, and capabilities that drive sustained impact. Over the past decade, we have worked in more than 30 low- and middle-income countries, helping institutions design and embed reforms that make every cent of public funding deliver public value.

To scale our impact, we incubated the Government Empowerment Network (GEN) —  a globally networked, AI-powered, and government-led reform accelerator designed to empower civil servants to incubate reforms that transform government institutions, strengthen service delivery, and improve citizens’ lives. GEN combines a six-month in-person reform incubator with an AI-enabled learning and collaboration platform, equipping champions to diagnose systemic challenges, design reforms, and strengthen delivery capabilities across ministries. Following a successful first cohort in Uganda with over 30 public servants from six ministries, we recently launched in Colombia, followed by Morocco later this year. In 2026, we plan to consolidate learnings and expand to at least two additional countries in 2026, while continuing to support current countries. 

Our team

A core contributing factor to the influence Instiglio has had thus far includes our collaborative, highly skilled and diverse team. We are a team of 80+ people, representing 15+ nationalities, with offices in Colombia, Kenya, Morocco, Mauritius and Uganda. Our team brings together experience from government, management consulting, multilateral institutions, and the social sector; united by a mission to help governments perform better for their people.

How you will make an impact 

As part of Instiglio’s Global Team, you will play a central role in shaping and delivering Instiglio’s growing portfolio of global work. You will operate at the intersection of consulting excellence, global partnerships, and government transformation, contributing both to high-impact advisory work and to the growth of global initiatives such as the Government Empowerment Network (GEN). 

We are looking for an exceptional Global Manager who brings a strong strategy consulting skillset, combined with an entrepreneurial, impact-oriented mindset. You will lead and contribute to complex, multi-country engagements, working with development partners, philanthropies, and governments to design and implement strategies that maximize impact. 

 In this role, you will: 

  • Lead high-impact global projects and partnerships: Oversee research, analysis, and partner engagements across diverse development topics, translating insights into clear, actionable strategies for partners such as multilaterals, bilateral agencies, and philanthropies.  
  • Drive strategic initiatives and partnerships: Support partners to ensure their resources deliver maximum impact, including shaping donor transformation efforts, designing scalable partnership models, and advancing global reform agendas.  
  • Advance GEN’s growth and global footprint: Contribute to shaping and scaling the Government Empowerment Network by supporting country cohorts, strengthening partnerships, and refining delivery approaches.  
  • Manage complex stakeholder environments: Build and maintain trusted relationships with senior stakeholders across governments, development partners, and philanthropic organizations, navigating complex, multi-stakeholder dynamics.  
  • Operate with autonomy and leadership: Take ownership of workstreams and engagements, exercising strong judgment in ambiguous and fast-moving contexts.  
  • Steer teams and delivery: Lead multidisciplinary teams, manage budgets and timelines, and ensure high-quality delivery across multiple concurrent workstreams.  
  • Contribute to thought leadership and innovation: Help refine Instiglio’s approaches in areas such as results-based financing, performance management, and global partnership strategy

Who you are  

We are looking for a candidate who combines analytical excellence, entrepreneurial drive, and a deep commitment to impact. 

 Experience 

  • As a Manager: Minimum 8 years; Senior Manager: 10+ years of relevant professional experience.  
  • Strong background in strategy consulting, international development, or complex advisory roles.  
  • Experience working with multilateral and bilateral institutions, philanthropies, and/or global development actors.  
  • Demonstrated experience leading complex, multi-stakeholder engagements across geographies.  
  • Experience designing or supporting strategic initiatives, partnerships, or large-scale programs.  
  • Exposure to results-based financing, performance management, or impact measurement frameworks is highly desirable.  

 Education: 

Master’s degree (or equivalent) in Economics, Public Policy, Business, Development Studies, or related fields. 

 Languages 

  • Excellent fluency in English (written and verbal).  
  • French or Spanish is a strong asset.

  • Project & team leadership: Strong track record of leading teams, managing multiple workstreams, and delivering high-quality outputs under tight timelines.  
  • Global & cross-cultural collaboration: Experience working across geographies and cultures, coordinating distributed teams effectively.  
  • Adaptability & resilience: Comfort with ambiguity, shifting priorities, and operating in unstructured environments; a “roll-up-your-sleeves” attitude with humility and low ego.

Working model and benefits 

This position is open to both local and international candidates, with a preference for those based in our offices in Kenya, Morocco, Mauritius, or Uganda.
