As an Analyst, you will play a crucial role in the execution of our projects while gaining deep expertise in results-based approaches (RBA) and Instiglio’s ways of working. You will contribute to designing and delivering high-quality analytical and strategic work, independently applying your problem-solving and analytical thinking skills, as well as assessing trade-offs, and making sound and robust recommendations across the different sectors, initiatives and challenges we work on.
You will work directly within a project team. The structure of project teams varies according to the theme, scope, complexity and pace of the project – yet usually it will be composed of a Project Lead, Project Manager or Senior Associates, and fellow team members. You will also develop and hone your people management skills by working with different teams and at different initiatives, while guiding more junior staff to deliver high-quality services.
Tasks may include:
- Conducting structured desk research, stakeholder mapping, and diagnostic analyses — triangulating evidence across sources to surface the issues to address, what actually drives stakeholders or system performance, among others.
- Analyzing data and applying statistical concepts to draw actionable insights and hypotheses.
- Proposing and structuring analyses, challenging basic assumptions, prioritizing what matters most, and formulating viable, practical recommendations and pathways forward for clients — not just reporting findings but proposing what to do about them.
- Developing technical components of RBF instruments by applying multiple tools to identify what drives or constrains effectiveness and efficiency, tradeoffs and risks— and then working with the team to design incentive structures that target those specific leverage points.
- Applying reasoning and challenging assumptions to analyze team outputs — assessing not just whether a design is technically coherent, but whether it is positioned to drive meaningful improvements in effectiveness and efficiency given real-world constraints.
- Articulating the technical components of the solutions designed in an eloquent and accessible manner in client deliverables and presentations.
- Anticipating team and client needs, identifying bottlenecks before they materialize, and proactively proposing adjustments to project approach — including on change management processes.
- Contributing substantively client deliverables, proposals, and other internal and external initiatives, including structuring analytical arguments, framing options for decision-makers, and adapting the level, tone and detail of communication to the audience to ensure it is clear and practical.
- Actively improving Instiglio's RBA services, performance management methodologies, and delivery systems.
Who you are

They bring relevant experience in research, policy analysis, public policy, or consulting, and are able to operate with significant autonomy while remaining responsive to team needs and client realities. - Experience:
- 2 years of relevant experience in public policy research, strategy or management consulting, international development, data analysis, or similar fields.
- Demonstrated ability to conduct rigorous qualitative and quantitative analysis and translate findings into actionable insights.
- Experience working with clients or government stakeholders, managing deliverables, and communicating complex findings to non-technical audiences.
- Experience in performance management, change management, public policy implementation, or results-based financing (RBF) is a strong advantage but not a mandatory requirement.
- Education:
Bachelor’s degree in economics, Social Sciences, Statistics, Development Studies, Public Policy, Political Science, Business, Engineering, or related fields. A Masters degree is an advantage.
- Skills
- Highly analytical with excellent numerical accuracy.
- Ability to identify what is most binding in a given context — distinguishing symptoms from underlying drivers — and to prioritize analytical effort accordingly.
- Ability to synthesize technical information into simple, actionable concepts and analyze information critically.
- Ability to develop materials (slide decks, readouts, memos, long deliverables) that are high quality and easy to follow for internal and external audiences.
- Comfort navigating ambiguity: able to formulate working hypotheses, make well-reasoned judgment calls under uncertainty, and revise conclusions as new evidence emerges.
- Ability to work independently and manage multiple priorities with strong organizational skills and attention to detail.
- A team player attitude and genuine enthusiasm for relational work with clients across public, private, and social sectors.
- Passion for international development and a commitment to improving public sector effectiveness.
- Proficiency in Microsoft Office Suite (SharePoint , Excel, PowerPoint, Word); Google Workspace (Drive, Docs, Sheets, Forms); and artificial intelligence (AI) platforms/solutions.
- Working knowledge of analytical frameworks (e.g. MECE, problem trees, root cause analysis, stakeholder mapping)) to structure complex analyses clearly and logically.
- Language skills:
- Full written and oral working proficiency in English (C1 minimum; C2 preferred).
- Full written and oral working proficiency in Spanish.

Working model and benefits
The selected candidate(s) will be based in our Bogotá, Colombia, office. This opportunity is open to Colombian nationals or candidates with a valid work permit to work in Colombia. Instiglio has adopted a hybrid working model with a minimum of two (2) days per week at the office for face-to-face connection. Benefits include:
