Job Title: Manager, Compliance & Legal Assistance

Term: Full-time, Indefinite (40 hours/week)

Department: Compliance

Reports to: CEO, Vega Education Group; and the General Counsel & University Secretary

Location: Toronto, Ontario

Expected Salary Range: $85,000.00 – $120,000.00 annually

The Legal Assistance & Compliance Manager plays a critical role in supporting the governance, legal integrity, regulatory compliance, and risk management functions of International Business University (IBU) and Vega Academy, within the shared-services framework of Vega Education Group. The incumbent provides strategic and operational legal and compliance support to senior leadership and departmental stakeholders. The role oversees corporate and academic file management, legal services support, contract creation and procurement processes, policy development, government relations support, and enterprise risk management initiatives. The Legal Assistance and Compliance Manager exercises a high degree of professional judgment and discretion in managing complex, sensitive, and confidential matters that may impact institutional compliance, legal standing, and reputation, ensuring both institutions operate in alignment with applicable legislation, regulatory requirements, Ministry approvals, and contractual obligations.

Key Responsibilities:

Corporate and Academic File Management

  • Lead the management of complex and confidential academic and corporate records for IBU and Vega Academy, including documentation from the Ministry of Colleges and Universities, Ministry of Education, other government bodies, public and private post-secondary institutions, internal communications, and vendor and partnership agreements.
  • Establish and maintain effective file governance practices to ensure accuracy, completeness, confidentiality, and regulatory compliance.
  • Review and monitor agreements and contracts on an ongoing basis to ensure institutional compliance with contractual terms and regulatory obligations.
  • Coordinate with department leads to collect and submit accurate, timely information for annual reports, audits, and Ministry compliance requirements.

Government Relations

  • Support the General Counsel in managing government relations activities.
  • Build and maintain effective working relationships with relevant branches of the Ministry of Colleges and Universities Research Excellence and Security, the Ministry of Education, and other government stakeholders.
  • Coordinate institutional responses, submissions, and follow-ups related to regulatory inquiries and approvals.

Legal Services and Advisory Support

  • In collaboration with the General Counsel, provide legal and compliance support to IBU, Vega Academy, and Vega Education Group.
  • Advise leadership on matters related to legal liability, administrative law, labour and employment matters, and policy interpretation and application.
  • Identify legal and compliance risks and recommend practical, risk-informed solutions aligned with institutional priorities and regulatory expectations.

Contract Creation and Procurement Management

  • Lead the drafting, review, and administration of employment, consultant, partnership, and vendor contracts.
  • Assess contractual risk and recommend revisions to minimize legal, financial, and reputational exposure.
  • Oversee contract lifecycle management, including approvals, execution, amendments, renewals, and retention.

Policy Development and Institutional Compliance

  • Manage the development, review, and implementation of institutional policies and procedures driven by legislative, regulatory, and operational requirements.
  • Conduct regular policy audits and lead enhancements to ensure continued compliance.
  • Develop guidance and training materials to support consistent understanding and application of policies across both institutions.

Risk Management and Business Continuity

  • Support the CEO of Vega Education Group in establishing and implementing an Enterprise Risk Management (ERM) framework applicable to IBU and Vega Academy.
  • Contribute to the development, testing, and maintenance of Business Continuity and emergency preparedness plans.
  • Monitor institutional risk indicators and support mitigation strategies through policy, process, and governance enhancements.

Leadership and Cross-Institutional Coordination

  • Act as a key liaison across Vega Education Group, IBU, and Vega Academy to ensure alignment of legal, compliance, and governance practices.
  • Provide guidance and oversight to staff involved in compliance, records management, and contract administration functions.
  • Drive continuous improvement initiatives to strengthen institutional governance and accountability.

Qualifications and Skills:

The successful candidate shall possess the following skills and qualifications:

  • Bachelor’s degree in Law, Business Administration, Public Administration, or a related field required. A law degree (JD or equivalent), paralegal certification, or formal legal/compliance training is a strong asset.
  • Minimum of 5-7 years of progressive experience in legal assistance, compliance, governance, or risk management, preferably within a post-secondary, education, or regulated environment.
  • Demonstrated experience managing contracts, policies, regulatory reporting, and compliance frameworks.
  • Experience supporting or liaising with government ministries or regulatory bodies.
  • Proven ability to manage highly confidential information with professionalism and discretion.
  • Experience working with senior leadership and within a matrix or dual-reporting structure
  • Strong knowledge of regulatory and compliance frameworks applicable to post-secondary and private education in Ontario.
  • Excellent analytical, drafting, and communication skills.
  • Strong organizational and project management skills with the ability to manage multiple priorities.
  • Demonstrated leadership capability and ability to influence across organizational boundaries.
  • High level of professionalism, integrity, and attention to detail.
  • Demonstrated ability to operate in a fast-paced, growth-oriented environment with high accountability.
