Overview – Role
The Proposals Manager supports the Capture + Proposal Marketing function by performing duties which include leading proposal development and production; executing direct marketing initiatives; and providing additional sales/business development, vendor management and market research leadership as needed regionally. In this role you will be aligned with the Strategy and Business Development team and Operations Teams to support major opportunities and proposals, develop marketing collateral and manage client prequalification submissions. Your role will contribute to the marketing strategy, business development activity and programs for your region, helping to increase our overall win rate.
Based in Riyadh/Dubai , this role will be responsible for leading proposal activities for must-win pursuits, organizing, producing and assembling proposal submissions including RFI’s, RFQ’s, RFP’s, SOQ’s, PQQ’s and Vendor Registrations.

Key Responsibilities
- Lead proposal activities for must-win pursuits organizing, producing and assembling proposal submissions including RFI’s, RFQ’s, RFP’s, SOQ’s, PQQ’s and Vendor Registrations
- Develop, produce and assemble marketing support materials (i.e., qualification packages, proposals)
- Coordinate strategic client vendor procurement, registration and management with various departments as needed
- Contributes to building a repository of proposal materials specific to regional needs
- Update client and project information in the marketing project and personnel database – Cosential, including project descriptions, staff resume updates and other shared knowledge used by the proposal team
- Adhere to established proposal and knowledge management templates, quality standards and Jensen Hughes Brand guidelines
- Creates proposal templates and trains operations and technical staff on the proper use of those templates and collaborate with the creative team to obtain project and stock imagery for proposal submissions
- Work with the Proposals Leader, Business Development and Technical teams to lead specific marketing activities or other initiatives as needed
- Prepare business development and proposal interview presentations while supporting marketing campaign and collateral development and execution and assist in other marketing and/or business development areas as requested or assigned
Requirements and Qualifications
- Bachelor’s degree (B.S.) from four-year college or university along with 8-10 years of related experience
- Prior experience managing proposals is required and experience with architecture, engineering or construction (AEC) firms preferred
- Should be proficient in MS office suites – Outlook, Excel, Word, PowerPoint, SharePoint, and Teams.
- Proficiency in MS Planner is a plus, as well as proficient in Adobe, particularly InDesign
- Ability to manage and execute responses to RFP’s, RFI’s, RFQ’s based on market knowledge.
- Experience managing a high-volume of teaming requests and client-specific templates (most often in InDesign)
- Able to manage multiple proposals and deadlines, by evaluating changing business and conditions, and requesting support as needed to meet deadlines
- Experience managing technical authors and proposal documentation to ensure compliance with client requirements and meet submission deadlines, including deliverables checklists and proposal outlines
- Experience collecting data from a variety of stakeholders and functional business areas, including project managers, contracts/legal, human resources, compliance and finance to generate proposals including executive summaries and section introductions
- Strong written and verbal communication skills required and proficiency in English at an advanced level is a must, particularly in the context of writing to publishing standards with exceptional attention to detail, quality control review and proofreading skills
- Possesses a thorough understanding and ability to support marketing and business development activities within various industries and client types, as needed for the region, practice, vertical market, or service line
- Experienced in creating marketing materials and building content for marketing brochures, proposals and qualification packages and flexible to work extended hours to accommodate deliverables
