JRC has an immediate opening for a Utilities Engineer to support the Defense Threat Reduction Agency (DTRA) Assessment, Exercise, and Modeling & Simulation Support (AEMSS) Blue Team. In this mission-critical role, you will work alongside multidisciplinary engineering teams to assess utility infrastructure supporting Department of Defense installations and facilities.

As a Utilities Engineer, you will conduct comprehensive vulnerability assessments of critical utility systems—including electrical distribution, prime power, water, wastewater, HVAC, and supporting infrastructure—to identify operational risks, evaluate mission impacts, and develop recommendations that strengthen installation resilience and mission assurance.

This position offers the opportunity to directly support national security by helping ensure the survivability and operational readiness of critical defense infrastructure worldwide.

đŸ’ŒWhat You'll Do

  • Conduct on-site assessments of utility infrastructure at DoD installations.
  • Evaluate electrical distribution, prime power, water, wastewater, HVAC, mechanical, and emergency power systems.
  • Identify system vulnerabilities, reliability concerns, redundancy gaps, and mission risks.
  • Develop recommendations to improve infrastructure resilience and operational availability.
  • Assess preventive and predictive maintenance programs and lifecycle replacement needs.
  • Review engineering drawings, specifications, facility documentation, and construction plans.
  • Support facility sustainment, modernization, recapitalization, and capital improvement initiatives.
  • Evaluate compliance with UFC, OSHA, NFPA, environmental regulations, DoD standards, and other applicable requirements.
  • Coordinate with engineers, architects, contractors, security teams, installation leadership, and government stakeholders.
  • Prepare technical reports and present findings and recommendations to government leadership.

🧠What You Bring to the Table

  • Bachelor’s degree in Mechanical, Electrical, Nuclear, Marine Engineering, or a related engineering discipline.
  • 5+ years of utility engineering, facility infrastructure, system operations, preventive maintenance, or prime power experience in military, government, industrial, or large commercial environments.
  • Operational experience with the U.S. Navy Nuclear Power Program, U.S. Army Prime Power Program, or similar utility engineering environment highly preferred.
  • Active Top Secret clearance with ability to obtain and maintain TS/SCI eligibility.
  • Experience conducting utility infrastructure assessments or facility engineering evaluations.
  • Knowledge of electrical distribution, prime power, water/wastewater systems, HVAC, critical infrastructure protection, utility lifecycle planning, engineering standards, safety, and environmental compliance.
  • Ability to interpret engineering drawings, specifications, and construction documents.
  • Experience supporting facility modernization, sustainment, and capital improvement programs.
  • Strong analytical, technical writing, communication, and stakeholder-management skills.
  • Ability to manage multiple priorities in a mission-focused environment.

  • Master’s degree in a related engineering discipline.
  • DTRA or other DoD mission-assurance experience.
  • Experience with Facility Condition Assessments, Critical Infrastructure Protection, or utility resilience planning.
  • Professional Engineer (PE), OSHA 30, Certified Energy Manager (CEM), or related facility/engineering credentials.
  • Experience supporting military installations, strategic facilities, or national-security infrastructure.
