Web Development Manager

Position: Technical Delivery Manager 

Location: Atlanta, GA  

Reports to: Vice President, Delivery

We are looking for technical or engineering managers who want to use their skills to lead a team of technologists who build and support workflows on WebEOC, the industry-leading crisis and emergency management software used by institutions globally to make the world a safer place. Job Summary: 

Technical Delivery Managers (TDMs) are experienced leaders who are responsible for managing a team or multiple teams of Technical Implementation Analysts (TIAs) performing system implementation and customization activities for Juvare clients. TDMs ensure that our TIAs have the appropriate training, supervision, and support to successfully deliver high quality work for our clients, on time, and within budget.  

TDMs collaborate with key stakeholders in the Delivery Organization to ensure internal alignment on project expectations, success criteria, staffing, schedules, and budgets. In partnership with the VP, Architecture & Delivery, they will measure performance of their teams quantitatively and qualitatively and provide routine and timely feedback.  

Technical Delivery Managers understand client expectations and develop their teams to maintain a high standard of delivery and continuously become better. They aren’t just technically astute, they are also team players, partnering with others across the organization to create processes that helps accelerate delivery, improve delivery quality and increase repeatability. They will leverage existing resources or create new shared technical and non-technical resources to ensure that their teams and the delivery process is consistently improving.  

Successful TDMs will wear many hats and possess a unique combination of technical skills and business acumen as well as a do-what-it- takes attitude and be flexible with work schedule. They also understand that in the long run, focus on maximizing the performance of the team, not only their individual skill, is why they are entrusted with this role. They work hard to drive win-win situations not just with clients, but also with their peers. 

Responsibilities: 

  • Manage a team of TIAs (web developers). 
  • Maintain close alignment with leaders from other Client Experience teams whose work TIAs will be supporting to ensure a positive client experience and optimize team experience.  
  • Partner with PMO to monitor scope of work, budget, and go-lives. Proactively anticipate problems and complications, formulating solutions proactively to not delay implementations. 
  • Partner with PMO to ensure visibility of TIA skill set and manage resource load and skill set across the team, ensuring that scrum teams can be autonomously successful. 
  • Define technical standards with peers from Client Experience, Product, and Product Engineering and ensure cross-functional alignment to maintain buy-in.  
  • Explain and ensure use of shared / common technical standards within the team to ensure consistency in client experience of deliverables produced by each team. 
  • Partner with Architecture & Delivery team to ensure that solution architecture provided to TIAs is commercially and technically possible. 
  • Partner with Architecture & Delivery team to build and maintain automated testing in partnership with Architecture & Delivery. 
  • Coach TIAs on applicable software development life cycle processes. Enforce source code versioning.  
  • Coach TIAs to improve problem-solving ability or to creatively design solutions to solve client needs as appropriate. 
  • Coach TIAs on debugging, log data interpreting, and application performance measuring skills as needed. 
  • Understand any applicable client-specific security and regulatory policies and ensure that team members are compliant. Promptly flag any risks through appropriate escalation channels. 
  • Partner with Product Engineering team on new integrations and enhancements required to meet statement of work scope. 
  • Support PMO in resolving escalations with a focus on maximizing positive client impact, as needed. 
  • Recruit and hire technical resources to grow the team, with guidance from the Director, Technical Delivery 

Qualifications and Experience: 

  • Bachelor’s degree required. Computer Science, Information Systems or a similar technical major is strongly preferred. 
  • 3+ years technical lead or manager experience required. 
  • 2+ years of client facing experience required. 
  • 4+ years proven experience as developing web applications using client-side development using JavaScript, jQuery, HTML5, CSS, JSON, XML, XSLT, and third-party libraries. 
  • 2+ years experience using RESTful services and APIs. Experience working with third-party applications for data integration. Understand web application security. 
  • 2+ years of experience in writing test cases and troubleshoot technical issues. 
  • 2+ years of experience of SQL with Microsoft SQL Server or any other relational databases. 
  • 2+ years of experience in working with scrum/Kanban teams preferably using SAFe methodology. 
  • Experience with web security, OWASP preferred. 
  • Experience with public sector/Federal IT compliance preferred. 
  • Experience managing direct reports; setting goals & objectives, measuring outcomes and managing team performance. 

Skills/ Knowledge Requirements: 

  • Excellent people-management skills and experience in leading a technical development team.  
  • Ability to understand and explain the link between client or business needs and technology solutions or architecture decisions to others, including a non-technical audience. 
  • Comfortable and confident when speaking with clients at a technical and executive level. 
  • Excellent interpersonal skills, with the ability to build relationships and influence peers and executives. 
  • Intellectually curious mindset with a passion for continually developing people, solving problems creatively, and refining processes to help the team continuously level up. 
  • Enthusiastic self-starter with advanced analytical and creative problem-solving skills 
  • Structured thinking with ability to easily break down ambiguous problems and propose impactful solutions, navigating others through ambiguity to execution. 
  • Excellent verbal, written and presentation skills. 
  • Superior ability to multi-task and meet changing deadlines. 
  • Ability and willingness to travel to client or internal company sites when appropriate. Travel will vary from none to moderate (generally less than 25%), depending on the needs of the client. 
  • Emergency management experience is preferred but not essential. 
  • WebEOC experience preferred but not essential.
