
Substation Project Manager (Owners Representative) - Houston, TX
The Substation Project Manager serves as the Owner's Representative responsible for the planning, execution, and delivery of high-voltage substation, utility interconnection, and transmission infrastructure projects supporting mission-critical data center developments. This role provides leadership across all phases of project delivery, including design coordination, procurement, construction, testing, commissioning, energization, and turnover. The Substation Project Manager is responsible for managing project scope, schedule, budget, quality, and risk while coordinating activities among contractors, utility providers, engineers, vendors, commissioning teams, and client stakeholders. The ideal candidate combines strong project management capabilities with a technical understanding of high-voltage electrical systems and the ability to drive accountability, resolve issues, and successfully deliver critical project milestones.
Minimum Qualifications:
- Bachelor's degree in Electrical Engineering, Construction Management, Engineering, Project Management, or a related technical discipline, or equivalent relevant experience
- 7-10+ years of experience managing and delivering high-voltage substation, transmission, utility, power generation, industrial, mission-critical, or data center infrastructure projects
- Demonstrated experience serving in a Project Manager, Owner's Representative, Construction Manager, EPC, or utility project leadership role
- Strong understanding of high-voltage power systems, including substations, switchyards, utility interconnections, and transmission infrastructure
- stakeholder communications
- Familiarity with substation equipment including transformers, circuit breakers, protection relays, switchgear, buswork, and transmission line components
- Working knowledge of applicable industry standards and codes including IEEE, ANSI, NESC, NFPA, and OSHA
- Ability to read, interpret, and review engineering drawings, specifications, schedules, and electrical schematics
- Strong leadership, problem-solving, negotiation, and communication skills
- Experience working in active construction and commissioning environments
- Proficiency with Microsoft Office and project management software; Primavera P6 experience preferred
- PMP, CCM, PE, or similar professional certification preferred
Duties and Responsibilities:
- Serve as the Owner's Representative overseeing the successful planning, execution, and delivery of high-voltage substation and utility infrastructure projects supporting data center developments
- Manage project scope, schedule, budget, quality, safety, and risk throughout the project lifecycle
- Lead coordination efforts among utility providers, design consultants, contractors, commissioning teams, vendors, and client stakeholders
- Monitor project progress against established milestones and develop mitigation strategies to address schedule or budget impacts
- Facilitate project meetings and provide executive-level reporting on project status, risks, procurement activities, construction progress, commissioning readiness, and key project metrics
- Review contractor schedules and support validation of critical path activities, construction sequencing, and recovery plans
- Oversee contractor performance and hold project teams accountable to contractual obligations, project milestones, and quality expectations
- Coordinate utility interconnection activities, outage planning, permitting requirements, energization milestones, and regulatory compliance efforts
- Review and validate engineering drawings, technical specifications, RFIs, submittals, change orders, and design modifications for compliance with project requirements and design intent
- Support procurement efforts by coordinating long-lead equipment activities, vendor deliverables, factory testing, and equipment delivery schedules
- Perform regular site visits to monitor construction progress, verify installation quality, identify risks, and ensure adherence to safety and environmental standards
- Support testing, commissioning, energization, startup, and turnover activities for high-voltage electrical systems
- Identify project risks and develop mitigation plans to minimize impacts to project objectives
- Maintain accurate project documentation including meeting minutes, action logs, schedules, budgets, risk registers, RFIs, change orders, and project reports
- Provide leadership in resolving technical, commercial, and construction-related issues in collaboration with project stakeholders
- Support operational readiness and project turnover activities to ensure successful transition from construction to operations

Salary Range
$140,000 - $200,000 USD
