Resource Specialist - Second Chance Program

JOB SUMMARY:
The Resource Specialist is responsible for direct services to citizens who are reentering communities from incarceration at the Berrien and Van Buren County Jails and are identified as moderate-high or high risk of reoffending. Through the Second Chance Act Comprehensive Community-based Adult Reentry Program, the Specialist will implement case management plans that include evidenced-based, cognitive-based programming to ensure the transition individuals make to the community is successful and promotes public safety.
ESSENTIAL FUNCTIONS:
- Identify and recruit potential participants in collaboration with law enforcement.
- Triage eligible participants pre-release from incarceration, matching services and programs to their criminogenic needs identified through COMPAS. And LS/CMI
- Provide pre-release, job readiness and employability services, including resume assistance, soft skills training and job development strategies.
- Provide treatment interventions that target criminal thinking.
- Facilitate participants obtaining locally issued identification cards and other vital documents.
- Provide access to job placement supportive services.
- Work closely with each returning citizen, the correctional facility, probation agent, and community resource providers to ensure reintegration success.
- Track participants and services from prerelease to at least 12 months post release.
- Manage contracts with vendors delivering substance abuse and behavioral health services.
- Maintain strong relationships with businesses and workforce development agencies including the identification of hiring needs, determination of suitable placement for returning citizens, and the exchange of information related to performance, conflict resolution and retention.
- Communicate regularly with Probation Office on status or issues with participants.
- Develop an in-depth knowledge of community resources to support employment.
QUALIFICATIONS:
- Bachelor’s Degree or equivalent combination of training and/or experience OR relative field work or experience in criminal justice, counseling, social work, sociology or related field
- Previous case management experience preferred
- Documented history of working with the criminal justice system and justice impacted individuals preferred
- Prior knowledge in local workforce programming and resources
- Strong interpersonal and communication skills
- Strong familiarity with Berrien and Van Buren County and the network of service providers
