Data Analytics Integrator - Workforce & Budget

KL Scott and Associates is seeking a Data Analytics Integrator. The Data Analytics Integrator serves as the primary technical architect responsible for synchronizing workforce (manpower) and budget data across the organization. This role bridges the gap between human-resources information and financial execution, transforming raw data from disparate legacy source systems into clean, reliable, and predictive products that support senior-leadership decision-making.

Key Responsibilities

Data Integration & Engineering

  • Design, develop, and maintain a suite of data products by extracting, transforming, and loading (ETL) data from HR and budget source systems on a daily basis.
  • Integrate and reconcile data across multiple disparate enterprise systems, ensuring accuracy and consistency between personnel records and financial systems of record.

Reporting & Dashboards

  • Build and maintain a centralized dashboard tracking step increases and monetary awards, monitoring budget impact and processing timelines.
  • Develop and maintain a Status of Funds dashboard providing integrated views of available, committed, and obligated funds tied to personnel accounts.
  • Create a workflow-visualization tracker to monitor the lifecycle of personnel and budget requests from initiation to completion.

Tracking & Reconciliation Products

  • Automate and maintain a leave-without-pay / return-to-duty tracking product to ensure pay accuracy and support position management.
  • Develop a product to track the status of employee service-credit deposits.
  • Generate a product that surfaces reporting discrepancies between personnel data and the accounting system of record.

Forecasting & Predictive Modeling

  • Create and maintain a vacancy-fill and projections tool offering real-time visibility into current vacancies, with predictive modeling for anticipated time-to-fill metrics.
  • Develop a forecasting model to project workforce trends (retirements, attrition, and promotions) and anticipate multi-year budgetary requirements and manpower gaps.

Required Qualifications:  

  • Bachelor’s degree in Data Science, Computer Science, Information Systems, Statistics, Mathematics, or a related field; or an equivalent combination of education and relevant professional experience.
  • Minimum of 5+ years of professional experience in data analytics, data engineering, or business-intelligence development, including hands-on ETL and dashboard delivery.
  • Demonstrated experience operating as a senior individual contributor or technical lead on data-integration projects spanning multiple source systems.
  • Demonstrated experience in data analytics integration, including ETL and data-pipeline design across multiple disparate source systems.
  • Proven experience designing, developing, and maintaining a suite of data products and dashboards.
  • Hands-on proficiency with Microsoft Power BI (required) for building and maintaining dashboards and data visualizations.
  • Experience building predictive and forecasting models for workforce and budget projections.
  • Strong attention to data accuracy, reconciliation, and quality control.

Preferred Qualifications:

  • GFEBS - experience working with the General Fund Enterprise Business System or comparable enterprise financial-management systems. 
  • FTSMCS - experience working with the Full-Time Support Management Control System or comparable workforce/personnel management systems.
  • DCPDS - experience working with the Defense Civilian Personnel Data System or comparable HR information systems. 
  • Experience integrating data across HR information systems and financial systems of record. 
  • Background supporting workforce planning, position management, or budget execution in a large organization.

Working Conditions: 

  • Work is performed on-site; workspace, computer, and standard office equipment are provided.
  • Candidate must obtain and maintain facility access, which may include a background check and identity-verification requirements.
  • Candidates must be fully qualified, trained, and certified prior to beginning work; the employer does not provide role-specific training.
  • Must handle personally identifiable information (PII) and other sensitive data in accordance with applicable security and privacy policies.
