Position Overview

We are seeking a Low-Code / No-Code Developer who can function as a full-stack developer to design, build, integrate, and support responsive, web-based financial management applications. The ideal candidate will have at least 5 years of experience delivering business applications and will understand front-end design, back-end logic, workflow automation, data modeling, integrations, APIs, security, testing, and deployment.

Low-Code/No-Code Developer

This role will support financial management solutions such as Zero-Based Budgeting (ZBB), budget formulation and execution tools, financial planning and analysis applications, spend tracking systems, workflow automation, approval routing, reporting dashboards, and related enterprise finance applications.

The ideal candidate will reside in or within commutable distance to Washington DC.

Key Responsibilities:  

  • Design, develop, configure, and maintain responsive web-based applications using low-code/no-code platforms and related development tools.
  • Function as a full-stack developer across user interfaces, back-end workflows, data models, business rules, integrations, and application security.
  • Build financial management applications supporting Zero-Based Budgeting (ZBB), budget planning, budget formulation, budget execution, financial forecasting, funds control, spend tracking, procurement or acquisition tracking, grants or funds management, and executive dashboards.
  • Translate business requirements into scalable application designs, user stories, workflows, data structures, and technical specifications.
  • Develop intuitive and responsive user interfaces optimized for desktop, tablet, and mobile access.
  • Configure and customize forms, workflow automation, dashboards, reports, notifications, validations, and role-based access controls.
  • Integrate applications with enterprise systems, databases, APIs, identity management platforms, reporting tools, and other business applications.
  • Collaborate with finance, operations, program management, and technical stakeholders to understand needs and deliver practical application solutions.
  • Support data modeling, data validation, data transformation, and integrations with structured data sources.
  • Perform unit testing, system testing, troubleshooting, debugging, and performance optimization.
  • Participate in Agile or iterative development activities, including sprint planning, backlog refinement, demos, and retrospectives.
  • Create and maintain technical documentation, user guides, configuration documentation, data dictionaries, and deployment notes.
  • Support application lifecycle activities, including release management, production support, enhancements, and user adoption.
  • Ensure applications follow security, accessibility, usability, and data governance best practices.

Required Qualifications:  

  • Minimum of 3+ years of experience in data analysis, reporting, business intelligence, dashboard development, or a related analytical role.
  • Bachelor of Science or Bachelor of Science in Business degree in Data Analytics, Data Science, Information Systems, Finance, Statistics, Mathematics, Computer Science, or an equivalent field.
  • At least two years of experience with Python libraries such as pandas, dataframes, matplotlib, numpy, etc.
  • At least two years of experience writing complex SQL queries to extract, join, transform, and analyze data from relational databases or structured data sources.
  • At least two years of writing complex DAX and M-language formulas involving financial data
  • At least two years of experience in finance or accounting
  • Experience in statistical modeling and financial forecasting (linear regression/logical regression/time series forecasting)
  • Experience automating workflows
  • Experience working with multiple data sources and preparing datasets for reporting, dashboards, or business intelligence products.
  • Experience supporting ETL/ELT, data cleansing, data validation, and data quality review activities.
  • Experience developing dashboards, reports, and visualizations using Power BI, or similar BI tools.
  • Understanding of data visualization concepts, dashboard design principles, and reporting best practices.
  • Ability to build ad hoc reports and summarize analytical findings for stakeholders.
  • Strong written and verbal communication skills.
  • Ability to work effectively with federal clients, business analysts, senior data analysts, dashboard developers, and technical teams.
  • Strong attention to detail, organizational skills, and ability to manage multiple analytical tasks in a client-facing environment.
  • Must be in-person in Washington, D.C. 5 days a week.
  • Must have or be able to obtain full scope background investigation and/or obtain a minimum T4 level clearance.

Preferred Qualifications:  

  • BS/BA degree in Computer Information Systems, Computer Science, Information Technology, Software Engineering, or a related field, or equivalent professional experience.
  • Experience with one or more low-code/no-code platforms, such as Microsoft Power Apps, OutSystems, Appian, Microsoft Power Automate, Microsoft Dataverse, ServiceNow App Engine, Mendix, or Salesforce Platform.
  • Experience developing financial management tools for federal, state, local, nonprofit, or enterprise environments.
  • Experience with Zero-Based Budgeting, budget execution, budget formulation, financial planning, funds control, spend plans, or financial reporting.
  • Experience integrating applications with Microsoft 365, SharePoint, SQL Server, Azure, REST APIs, Power BI, or enterprise financial systems.
  • Knowledge of Agile, Scrum, DevOps, CI/CD, version control, and application lifecycle management.
  • Experience with role-based security, data governance, accessibility standards, and responsive design best practices.
  • Federal government, public sector, or regulated environment experience is a plus.

Working Environment: 

This is an onsite position based in the Washington, DC metro area, including the District of Columbia, Maryland, and Northern Virginia. Candidates must be available to work from the designated DMV office location as required
