Job Summary:   

We are seeking an exceptional Junior Project Manager, with a professional understanding of various TRICARE Manuals, to join our team and provide invaluable support to the Defense Health Agency Health Care Operations Team. The Junior Project Manager - TRICARE Manuals Consultant will assist with the technical writing, analysis, and support for the creation, integration, and maintenance of various TRICARE manuals. This junior level role supports the development and upkeep of the TRICARE Policy Manual, TRICARE Reimbursement Manual, TRICARE Operations Manual, and TRICARE Systems Manual. The position offers an opportunity to gain hands-on experience in healthcare policy, technical writing, and system integration, contributing to the TRICARE system’s operational success. 

This is a junior-level position, offering opportunities for growth and hands-on experience in healthcare operations, technical writing, and system integration. The ideal candidate will demonstrate a willingness to learn and adapt in a fast-paced environment while supporting the continuous improvement of TRICARE health plan operations. This role provides support to senior staff in ensuring the accuracy, compliance, and user-friendliness of TRICARE manuals, which are essential to the high-quality health services provided to military personnel and their families. 

 

Responsibilities and Duties: 

 

Technical Health Plan Writing and Analytics: 

  • Assist in drafting and editing policy documents and manuals, ensuring they comply with TRICARE regulations and operational standards. 
  • Support the analysis of healthcare data, provider reimbursement policies, and health management policies to help produce clear and accurate documentation. 

System Integration Support: 

  • Help with integrating new policies into TRICARE’s healthcare management systems, assisting in the implementation of technical specifications. 
  • Support senior staff in collaborating with government and contractor teams to maintain system functionality and assist with system updates and enhancements. 

Technical Evaluation and Analysis: 

  • Assist with reviewing contractor proposals, including evaluating technical feasibility and alignment with TRICARE’s operational goals. 
  • Support the evaluation of system performance, identifying any issues in healthcare services or policies. 

 Connectivity and Dashboarding: 

  •  Help create and maintain dashboards and performance tracking tools to ensure real-time data sharing across TRICARE and related healthcare programs. 
  • Assist in developing data integration tools to enhance reporting accuracy and simplify manual updates. 

Manuals Development and Maintenance: 

  • Help with the creation and maintenance of TRICARE manuals using industry-standard tools. 
  • Ensure proper tagging, cross-referencing, and archiving of manual changes while maintaining accessibility standards (e.g., Section 508 compliance). 
  • Support the dissemination of manual updates through various channels (e.g., hardcopy, web, CD). 

Collaboration and Reporting: 

  • Work with government officials and contractors to support the timely processing of manual updates and system integrations. 
  • Assist in preparing reports, briefing papers, and documents for senior officials, ensuring technical evaluations are clear and actionable. 

Quality Assurance and Testing: 

  • Help conduct quality assurance and testing for manual updates and system changes, ensuring accuracy and effectiveness. 
  • Assist in implementing process improvements based on feedback, helping to keep TRICARE manuals current and effective. 

Compliance and Documentation: 

  • Support ensuring all manuals, reports, and documentation are aligned with the latest TRICARE policies, operational guidelines, and federal regulations. 
  • Help maintain thorough documentation of publishing processes and manual changes for future reference. 

 

Qualifications and Skills: 

  • Minimum education: Bachelor’s degree in Health Information Management, Healthcare Administration, Computer Science, or a related field. 
  • Minimum of 1-2 years of experience in technical writing, health plan documentation, or systems analysis in healthcare or government sectors. 
  • Familiarity with TRICARE manuals and health plan operations is preferred, but not required. 
  • Basic knowledge of system integration techniques and data flow in healthcare environments. 
  • Familiarity with data analytics and dashboarding tools (e.g., Tableau, Power BI). 
  • Strong written and verbal communication skills, with an ability to draft clear and concise documentation. 
  • Ability to collaborate with team members from different departments, including IT and healthcare professionals. 

Preferred Qualifications: 

  • Familiarity with TRICARE’s claims processing and health plan systems. 
  • Knowledge of federal healthcare regulations, including TRICARE guidelines and CMS policies. 
  • Basic understanding of Agile methodologies and project management tools. 
  • Pursuing or holding an advanced degree or certifications related to healthcare technology, project management, or technical writing.
