Job Summary:
The Attorney provides senior-level legal support services to Court Services and Offender Supervision Agency (CSOSA), Office of General Counsel (OGC) across multiple practice areas including government contracts, employment and labor law, FOIA/Privacy Act, ethics, and federal litigation. The Attorney conducts legal research, drafts legal documents and opinions, and supports active litigation and administrative proceedings before federal tribunals. This position requires a licensed attorney with demonstrated federal legal experience.
Responsibilities and Duties:
- Consult with OGC and CSOSA program components on legal issues associated with CSOSA service and supply contracts.
- Review and analyze existing CSOSA contracts to assess whether revisions are needed to address legal issues.
- Draft contract clauses, service level agreements, and other types of agreements for OGC review.
- Provide full-spectrum legal services for litigation before administrative tribunals including Equal Employment Opportunity Commission (EEOC), S. Merit Systems Protection Board (MSPB), Federal Labor Relations Authority (FLRA), and State or Federal Courts.
- Prepare all litigation documents in response to acknowledgement orders and other tribunal requirements.
- Perform pretrial preparation and case management, ensuring all paperwork is completed and filed within established timeframes.
- Ensure written discovery documents and witnesses are identified and prepared for trial in advance of court deadlines.
- Develop case analyses outlining strengths and weaknesses, including litigation or settlement recommendations, for OGC review.
- Assist in presenting the Government's case before administrative tribunals and courts; ensure all evidence and testimony are properly entered.
- Develop and conduct annual and periodic ethics training for CSOSA staff.
- Maintain, distribute, and collect financial disclosure reports; review for technical completeness.
- Prepare draft written ethics advice and advisory opinions for issuance by CSOSA ethics officials.
- Receive, review, and process requests for disclosure of public financial disclosure reports (SF-278s).
- Advise on Freedom of Information Act (FOIA) and Privacy Act matters; draft opinions on complex FOIA/Privacy Act questions.
- Prepare draft opinions regarding releases of information under the Privacy Act.
Qualifications and Skills:
- Minimum education requirements: Juris Doctor (JD) degree from an ABA-accredited law school required.
- Active bar license authorizing practice in a U.S. state, territory, or the District of Columbia (copy required with resume).
- Minimum of 3 years of experience practicing law in a government agency or private sector.
- Experience in two or more of the following areas: government contracts, employment and labor law, FOIA, Privacy Act, Torts, Litigation, and Ethics.
- Prior litigation experience presenting, defending, and/or appealing cases before MSPB, GAO, Court of Federal Claims, other administrative tribunals, and/or Federal District Court.
- Experience in effective communication with government officials resulting in positive outcomes.
- Computer proficiency including complex internet and legal database research (Westlaw, LexisNexis, or equivalent).
- Current Letter of Good Standing issued by the applicable state bar association
