Job Summary:   

We are seeking a Project Manager to support our Defense Health Agency (DHA) contract with experience delivering large-scale technical implementations. The ideal candidate will bring a strong background in technical project management, with a proven track record of leading complex, enterprise-level system deployments from planning through execution. This role requires the ability to coordinate cross-functional teams, manage project timelines and deliverables, mitigate risk, and ensure alignment with federal program requirements and DHA mission objectives. Experience with Identity, Credentials & Access Management (ICAM) systems is highly desirable, as is prior experience supporting DHA or broader Military Health System (MHS) programs. This is an excellent opportunity for a proactive, detail-oriented leader who thrives in a fast-paced federal health IT environment and is passionate about delivering mission-critical technical solutions to support the warfighter and beneficiary community. 

Responsibilities and Duties: 

  • Plans, initiates, and manages information technology projects. Lead and guide the work of technical staff. Serve as liaison between business and technical aspects of projects. 
  • Plan project stages and assess business implications for each stage. 
  • Monitor progress to assure deadlines, standards, and cost targets are met.  
  • Possesses and applies expertise on multiple complex work assignments. Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks.  
  • Level IV performs more independent thinking, complex tasks with little to no supervision compared to a Level III and may supervise others. 

 

Qualifications and Skills: 

  • Minimum education: Bachelor's degree in Business, Project Management, Public Administration, or a related field required. Equivalent experience may substitute. 
  • Minimum 5+ years of experience managing federal government contracts or projects, with demonstrated accountability for delivery quality, scope, schedule, and financial performance. 
  • Experience supporting cybersecurity and large enterprise implementation projects preferred 
  • Experience leading client-facing federal engagements — managing COR/CO relationships, producing required deliverables, and maintaining contractual compliance 
  • Demonstrated proficiency in risk management, change control, and proactive escalation practices in a federal delivery environment 
  • Familiarity with federal compliance requirements relevant to assigned engagements — including FAR/DFARS, HIPAA, CUI, or agency-specific standards as applicable 
  • Foundational knowledge of Zero Trust and Identity, Credential & Access Management (ICAM) a plus 
  • Proficiency in project management tools — e.g., Smartsheet, MS Project, Jira, or equivalent for schedule and resource tracking 
  • Experience with federal timekeeping and financial systems — Unanet or equivalent strongly preferred 
  • Experience drafting governance and system documentation: SOPs, MOUs, ISAs, System Guides, User Training, etc. 
  • Familiarity with documentation and collaboration platforms used in federal environments — SharePoint Online, Confluence, Teams, or equivalent. 

Preferred Qualifications 

  • PMP certification required 
  • ITILv4 certification required; 30-day waiver may be granted to obtain certification 
  • Experience in federal health agency environments (VA, DHA, BUMED, HHS) preferred 
  • Agile/SAFe certification or demonstrated experience with agile delivery methodologies a plus 
  • Active and current federal security clearance preferred.
