The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

The 2028 Olympics and Paralympics will represent LA and leverage the strength of our community’s diversity and creativity as we collectively work to design a Games that we all want to be a part of. We do this by focusing on people and by inviting everyone into the story of the LA28 Games.

The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Senior Associate, City Operations:

The Senior Associate, City Operations will be a critical member of the Games Planning & Delivery (GPD) team. Currently, the GPD team is organized by functional areas across five key departments – Games Operations, Venue Infrastructure, Venue Management & Event Delivery, Revenue & Commercial, and Technology, and will expand to over 30 functional areas by Games-time.  

  

The Senior Associate, City Operations will sit within the Games Operations department in GPD and support the integrated operational planning efforts required to deliver city services for the Games, in collaboration with internal LA28 functional areas and external city partners. The role will report directly to the Director of City Operations and support functional area efforts to: 

  • Build relationships with key stakeholders, delivery partners, and subject-matter expert advisors 
  • Collaborate with the host City of LA and venue cities where official Games-time events will take place on the planning and delivery of city services 
  • Generate financial analysis and insights for the City Operations function, capturing key learnings from other Games Organizing Committees and partner organizations 
  • Collectively build the operational plan for city services for the Games 
  • Provide operational input for City agreements with the host City of LA and venue cities, alongside additional LA28 departments (e.g., Government Relations and Legal) 
  • Provide input to development of organizational design and workforce planning for the City Operations functional area  
  • Integrate with cross-functional operational planning activities for other key functional areas, such as Transportation, Security, Logistics, Venue Management, and central planning functions 

 

Key Responsibilities:

Cross-Functional Strategy 

  • Collaborate across LA28’s Games Planning and Delivery departments and the broader organization to support plans for and delivery of critical City Operations milestones  
  • Interface with Finance and Commercial teams as required to identify relevant City Operations business integration opportunities, and provide input into development of sales narratives and analyses  
  • Support organization-wide lifetime business planning activities (e.g., annual operating plans, budgeting) 
  • Conduct research as directed, to build key analyses, and develop insights to inform business decisions across the Games Planning & Delivery team 
  • Support efforts to build and refine external city services delivery strategy with the host City of LA and venue cities, alongside Government Relations and Legal teams 
  • Assist in managing sequencing and Games Master Schedule for City Operations 

 

City Services Strategy 

  • Support process to establish city services required during Games-time 
  • Help advance City Operations team relationships with key partners (e.g., third party external city services advisor, City of Los Angeles administrators) 
  • Collaborate with LA28 functional areas (e.g., Security, Transportation, Government Relations), and external city departments to assist in development of the Enhanced City Resources Master Agreements
  • Support the integrated planning approach with Government Relations team to operationalize key components of the City of Los Angeles Games agreement 
  • Partner with Government Relations to develop processes to identify State and Federal resourcing requests, based on precedent from previous Games, and engage as directed with key internal and external constituents for City Services planning

 

Background & Qualifications:

  • Minimum 3 years of experience in planning and operational roles and/or 2+ years in management consulting 
  • Experience working in a fast-paced, highly fluid environment and in balancing multiple assignments with competing timelines 
  • Fluent working with Office suite products including Microsoft PowerPoint and Excel  
  • Demonstrated commitment to Diversity, Equity, Inclusion, and Belonging (DEIB) 

 

Position Requirements and Working Conditions:

  • Expectation to be in LA28 offices in Los Angeles 4x/week 
  • Primarily office-based with extended periods of sitting, working on a computer, and attending virtual or in-person meetings. 
  • Occasional travel to various city locations, partner meetings, and Games venues may be required. 
  • Possible site visits to evaluate city infrastructure and services, requiring walking, standing, and outdoor exposure. 

Education:

  • Bachelor’s degree required
  • MBA preferred, but not required]

Expectations:

Operational Planning Expertise 

  • Experience creating and maintaining strategic and long-range operational plans 
  • Understanding of event planning in collaboration with multiple external stakeholders 
  • Demonstrated expertise supporting cross-functional resources, competing timelines and complex processes considered a plus 

 

Leadership and Stakeholder Management Expertise 

  • A collaborative mindset: someone who prioritizes the team and fosters a culture of high performance, adaptability and mutual respect 
  • External stakeholder relationship management expertise: experience working with public sector constituents preferred 
  • Professional demeanor with experience supporting senior executives, including ability to package and communicate insights gleaned in a relevant, cohesive, and succinct manner 

 

Problem-Solving and Organizational Skills 

  • Strategic thinking and analytical/modeling capabilities to inform business decisions 
  • Extremely detail-oriented with excellent organizational skills 
  • Ability to function effectively and contribute in a fast-paced, highly fluid environment 
  • Self-starter with the ability to work independently to resolve issues, and experience in defining tasks, seeking timely feedback, and continuously evolving work

The annual base salary range for this position is $75,000.00 - $95,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
