The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

Senior Manager, Workforce Housing - Universities and Hotels

The Senior Manager, Workforce Housing – Universities and Hotels will lead the full implementation of LA28’s workforce accommodations program across two primary housing formats: university campuses and a defined inventory of pre-contracted hotel properties.  

This role carries primary responsibility for the delivery of over 6,000 workforce beds across eight universities, including institutions within the California State University (CSU) system, as well as Pepperdine, Occidental, and Loyola Marymount. The focus of the position, approximately 80–85% of its scope, is the execution and operationalization of Goods and Services Agreements (GSAs) with these campuses, transforming student residences into fully functional, hotel-grade accommodations for LA28’s workforce during the Olympic and Paralympic Games.  

In addition, this role will oversee the management of approximately 900 hotel rooms reserved for workforce use across both Games periods. While hotel contracts will be finalized by others, the Senior Manager will be responsible for rooming list coordination, occupancy tracking, allocation oversight, and servicing of these hotel rooms for Games-time operations.  

This position is central to the execution of LA28’s workforce housing experience and requires exceptional coordination across institutions, vendors, internal functional areas, and service delivery teams.  

This role reports to the Director, Housing Operations 

Key Responsibilities:

1. University Housing Delivery (Primary Scope)

  • Lead implementation of workforce accommodations at seven (7) universities, ensuring operational delivery across approximately 6,000+ beds.  
  • Act as the primary LA28 lead for executing campus-specific Goods & Services Agreements (GSAs), including oversight of housekeeping, linen service, reception, catering, security coordination, help desk support, and daily operations.  
  • Coordinate deeply with university housing, facilities, dining, parking, and auxiliary units to meet LA28 expectations for hotel-like service environments.  
  • Implement check-in/check-out systems, Games-time staffing models, transportation integration, and escalated service workflows.  
  • Align each site’s operational plan with the terms outlined in their SOWs and appendices under the CSU system and private campus agreements.  
  • Maintain day-to-day accountability for readiness, on-site service execution, and decommissioning of housing operations post-Games.  

2. Hotel Rooming Management (Secondary Scope) 

  • Manage just over 900 hotel rooms reserved for workforce accommodation across the Olympic and Paralympic periods.  
  • Coordinate rooming list intake, tracking, allocation, modifications, and guest management in collaboration with internal Workforce teams.  
  • Serve as liaison with pre-contracted hotel partners to facilitate real-time occupancy oversight, conflict resolution, and service requests.  
  • Monitor room utilization, flag potential overages or underutilization, and ensure data integrity across internal rooming systems.  

3. Service Integration and Operational Execution 

  • Ensure university housing sites meet LA28 standards for cleanliness, comfort, accessibility, and service reliability.  
  • Supervise integration of campus services with LA28’s transportation, accreditation, security, venue planning, and Games services functions.  
  • Coordinate third-party vendor delivery across all campuses for contracted services (e.g., cleaning, catering, IT, linen).  
  • Act as the escalation point for operational disruptions or guest service issues during occupancy periods.  

4. Budget Oversight and Documentation 

  • Monitor GSA-related service delivery costs and collaborate with Finance, Legal, and Procurement teams for contract compliance and reconciliation.  
  • Maintain real-time documentation of occupancy, service fulfillment, vendor performance, and issue resolution across all housing formats.  
  • Generate pre-Games readiness reports, daily Games-time updates, and post-Games closeout and transfer documentation. 

Scope Summary 

  • University Beds Managed: 6,000+  
  • Hotel Rooms Managed: Just over 900 (Olympic + Paralympic periods)  
  • Universities Included: 7 (6 CSU campuses [Dominguez Hills, Fullerton, Long Beach, Los Angeles, Northridge and Cal Poly Pomona] and Loyola Marymount University)  
  • Total Sites Managed: 7 university sites and multiple hotel properties (as necessary to execute the ACM housing mission  
  • Contract Scope: Execution of university Goods and Services Agreements only (hotels are pre-contracted)

Background & Qualifications:

Required: 

  • 7+ years of experience in university housing, event accommodation operations, workforce lodging, or hotel-based group housing delivery.  
  • Strong familiarity with institutional housing systems and service deployment in complex, multi-stakeholder environments.  
  • Demonstrated ability to operationalize SLAs or GSAs at the site level through service implementation, staff oversight, and vendor coordination.  
  • Proven success managing high-volume housing logistics across multiple locations.  
  • Comfort navigating public university systems, contracting environments, and field-based operational execution.  

Preferred: 

  • Prior experience supporting Olympic, Paralympic, World Cup, or comparable global event housing operations.  
  • Experience coordinating with CSU or other state university systems, including execution of campus-level operational agreements.  
  • Familiarity with hotel group housing administration and use of rooming management platforms.  
  • Experience with workforce accommodations involving union-represented staff, third-party service vendors, and multi-day occupancy models. 

Position Requirements:

Physical Requirements and Working Conditions 

  • Ability to work on-site in an office environment, based in Los Angeles, CA  
  • The majority of work will be conducted in an office setting, requiring extended periods of time using computers, phones, and other office equipment   
  • Availability to travel locally to venues and campuses, for planning meetings, site visits, and operational oversight. 

Education:

  • Bachelor’s Degree in Event Management, Hospitality, Business, or a related field required, or equivalent work experience

Expectations:

  • Operational and logistical rigor in workforce-scale housing or event service environments.  
  • Excellent communication across institutions, hotels, contractors, and internal functions.  
  • Detailed understanding of rooming workflows, allocation mapping, occupancy tracking, and issue escalation models.  
  • Strong service orientation and customer-first mindset for guest experience delivery.  
  • Proficiency in Microsoft Excel, PowerPoint, Smartsheet, and housing management software tools.  
  • Ability to lead with authority in field settings while maintaining accountability for documentation and compliance.  
  • The hope-to-have experience that can also be soft skills.

The annual base salary range for this position is $115,000.00-130,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
